Yes. A YouTube channel’s Manager and Editor can both manage live streams, and an authorized delegate can start one through YouTube Live Control Room. The key differences: Managers can manage channel permissions, while Editors cannot; Editors also cannot delete scheduled, live, or completed streams.
What Managers and Editors can do
YouTube’s channel-permissions roles give both Managers and Editors access to manage live streams. Their permissions differ in other areas:

These role capabilities are described in YouTube’s channel permissions guidance. Stream keys are credentials used to connect an encoder to a live stream; if an Editor needs a key reset, an Owner or Manager must do it, according to YouTube’s live-stream setup guidance.
How an Editor or Manager starts a livestream
- Confirm channel eligibility. The channel must be verified and have no live-streaming restrictions in the previous 90 days. YouTube states that the minimum age for livestreaming is 16. Check the current live-streaming restrictions and eligibility guidance.
- Open YouTube Studio. Sign in using the account that has been granted the channel permission.
- Go to the Live Control Room. Choose Create → Go live. YouTube says channel delegates can start a live stream only from YouTube Live Control Room.
- Set up or select the stream. Use the streaming method appropriate to the production: YouTube lists mobile, webcam, encoder, and console options in its live-stream setup instructions. Follow the relevant prompts in Live Control Room and start the broadcast there.
If the channel is not eligible, changing the delegate’s role will not remove the channel-level restriction. If the problem is a stream key, an Editor cannot reset it; ask the Owner or a Manager.

What to do when the option is missing or a stream will not start
- The delegate cannot find the start controls: use YouTube Studio’s Create → Go live route to Live Control Room. YouTube’s current delegate guidance limits delegates to starting streams from that control room.
- The channel is blocked from livestreaming: check verification status and whether the channel has had a live-streaming restriction in the previous 90 days. An authorized role does not override those eligibility conditions.
- An Editor needs to change access or permissions: ask an Owner or Manager. Editors cannot manage channel permissions.
- An Editor needs a new stream key: ask an Owner or Manager to reset it. Editors do not have that permission.
- An Editor needs to remove a stream: Editors cannot delete scheduled, live, or completed streams; ask an Owner or Manager to handle deletion.
