Their account described online recruitment and proposed attacks involving improvised explosives and Molotov cocktails. The public reports did not establish that an explosive device was deployed or detonated, and the people arrested or apprehended were not shown to have been convicted.
What police said happened
Lady Gaga performed on Copacabana Beach in Rio de Janeiro on May 3, 2025. The next day, Rio de Janeiro Civil Police said they had disrupted a group’s alleged plan to carry out attacks during the concert in a joint operation with the Justice and Public Security Ministry’s Cyber Operations Laboratory, known as Ciberlab. Police said the intelligence alert came from the state police intelligence subsecretariat. Rio Civil Police and Agência Brasil described the group as an online network that recruited people to commit crimes and stream them.
According to the police account, the alleged plan included recruiting participants, including adolescents, for coordinated attacks using improvised explosives and Molotov cocktails. These are allegations disclosed by authorities; the reports do not say that a device was used or detonated, and the Associated Press reported that authorities did not report finding explosive material in the searches. The AP account also said police described the alleged attacks as motivated by sexual orientation.
Who police said was targeted, and why
Police attributed hate speech, radicalization, and a pursuit of online notoriety to the group. Their account described children, adolescents, and LGBTQIA+ people as targets. At a press conference reported by the AP, Rio police secretary Felipe Cury said authorities believed the suspects sought to target Brazil’s LGBTQ community, quoting them as saying they planned an attack motivated by sexual orientation.

Police described the plan as a collective challenge intended to gain attention on social networks. Those descriptions of motive and intended targets are police claims, not findings established by a court.
Arrests, searches and evidence reported
Agência Brasil reported that the operation, named Fake Monster after Lady Gaga’s fans’ “Little Monsters” nickname, involved 15 search warrants in municipalities across Rio de Janeiro, São Paulo, Rio Grande do Sul, and Mato Grosso. Authorities seized electronic devices and other materials for analysis.
The two contemporaneous reports described separate actions involving an adult and a teenager:
- Agência Brasil reported that an adult was arrested in Rio Grande do Sul on an illegal-firearm charge.
- It also reported that a teenager was apprehended in Rio de Janeiro on a child-pornography charge.
The AP said police did not elaborate on the pair’s exact roles in the alleged plot. The charges and apprehension are not convictions, and the available reports do not establish a later court finding or final case outcome. The separate charges should not be treated as proof that the alleged concert plot was carried out.

What the sources say about the concert and security
Attendance estimates differed: Agência Brasil reported 2.1 million people, while the AP described an estimated 2.5 million. The figures are estimates from separate reports, not a single settled count.
Agência Brasil said police conducted the operation so as not to affect concertgoers or cause panic and distorted information. The AP reported that 5,200 military and police officers were deployed for the event. Separately, Lady Gaga’s spokesperson told the AP that the team learned of the alleged threat from media reports the morning after the show, and that there had been no known safety concerns or communication from authorities about potential risks before or during the performance. These statements reflect the police and artist representative’s different accounts of the operation and what the team knew.

A separate reported threat
Agência Brasil also reported a separate investigation involving a person in Macaé who allegedly threatened to kill a child live. That report does not establish that this conduct was part of the operational attack plan at the concert.
