What Boston Blue is about
CBS describes Boston Blue as an expansion of the Blue Bloods universe rather than a reboot. Donnie Wahlberg returns as Danny Reagan, who takes a leadership role with the Boston Police Department. He is paired with Detective Lena Silver, played by Sonequa Martin-Green. The official description focuses on the Reagan and Silver families and on Danny’s attempt to balance police work, mentorship, and fatherhood.
Because the show is set in Boston and follows Danny’s story there, it works as a continuation of his character arc. Viewers do not need to have watched Blue Bloods to follow the premise, though the franchise connection is part of CBS’s own framing.

Is Boston Blue a Blue Bloods spin-off?
Yes, in the sense CBS uses. The network positions the series as an expansion of the Blue Bloods universe and continues Danny Reagan’s storyline in Boston. Its characters and setting are new, so it is best described as a franchise extension, not a continuation of the New York Reagan family drama.
