Recommended Free Tools
For turning existing long videos into short social clips, OpusClip is the clearest fit for automated clipping; Descript suits creators who also want transcript-led editing, and Riverside is a natural option for podcasters who record and repurpose in one workflow. CapCut may suit social-first editing, but the official information reviewed here does not establish its long-video clipping features across devices and regions. These are workflow recommendations, not a tested ranking: product pages describe features and plan terms, not comparative clip quality or audience results.
Automated tools can help find and format candidate moments, but a creator should still review context, captions, framing, and rights before publishing. The right choice depends on how much editorial control you need and where recording, editing, and publishing already happen.
How to choose a video clipping tool
Start with the source footage and the work you want the tool to take off your hands. A specialist-style clipping workflow, transcript-led editing, and recording-plus-repurposing are different needs, even when all can produce short clips.
- Clip selection: Do you want the software to suggest moments, or do you prefer selecting and shaping clips yourself?
- Editing control: Check whether you can adjust the cut, captions, and vertical framing before export.
- Source workflow: Consider where your long videos live and whether the plan supports the imports you use.
- Publishing: Confirm which destinations and scheduling features are included in the plan you would use.
- Limits and total cost: Compare credits, media hours, export restrictions, and billing terms—not just the headline price.
None of the official product pages cited below establishes that one tool consistently produces better clips, more accurate captions, or better audience results than another. Treat feature descriptions and pricing as vendor-published information and verify live terms before subscribing.

Use it when the priority is generating candidate shorts from existing long footage and moving them through a social publishing workflow. Do not treat automatic selection as editorial approval: check whether each excerpt has enough context, whether the framing follows the relevant subject, and whether captions match the speech before you publish.
Descript: clips plus transcript-led editing
Descript lists Create Clips among its AI editing tools. It is a good workflow candidate if you also want to edit video or podcasts through text and a timeline, rather than use a clipping tool alone. Its product page also lists speech cleanup and other AI tools.

Choose this workflow when transcript-based editing matters as much as making shorts. The feature listing does not establish that its clip-selection output is better than a specialist alternative, so assess the editing process against your own footage and review the resulting cuts.

Riverside: recording and repurposing together
Riverside combines podcast and interview recording with repurposing features. Its plans page lists Magic Clips, an AI editing and repurposing agent, show notes, transcription, audio enhancement, and publishing features under its Pro offering. The page also lists separate track-download allowances.
It is most relevant when you record interviews or podcasts in Riverside and want to continue into transcription and clip creation in the same service. If your footage is already recorded elsewhere and you only need a dedicated clipping step, compare the import and editing workflow rather than assuming the broader recording suite is an advantage. Its prices appear in a dynamically rendered layout; confirm the current price and plan terms on the live page.

CapCut: verify long-video clipping access first
CapCut may suit creators whose editing is social-first, but the official page reviewed here is about its affiliate program, not a detailed product comparison. It references CapCut Pro features such as AI effects, AutoCut, and smart captions, without establishing which long-video clipping functions are available across platforms and regions.
Before choosing it specifically to turn long videos into shorts, check the current product information and feature access for your device, plan, and location. The cited information is not enough to compare its long-video clipping workflow with the other tools above.
A practical review before publishing
Whichever tool you use, treat each generated clip as a draft. Automated selection and formatting can speed up candidate creation, but the creator remains responsible for the final edit.
- Context: Watch the clip with enough surrounding material to ensure the excerpt does not distort the speaker’s meaning.
- Captions: Correct names, specialist terms, punctuation, and any transcription mistakes.
- Framing: Check that faces, demonstrations, and relevant on-screen details remain visible in the target aspect ratio.
- Rights: Confirm that you have the rights needed to publish the footage, music, and other material in the clip.
- Destination and export: Confirm the platform, format, watermark status, and any plan restrictions before scheduling or exporting.
Costs and plan checks
Subscription prices alone do not show whether a tool fits your workload. Compare the footage you process with plan limits, and check how credits, media hours, export windows, watermarks, and publishing features affect the workflow. The figures above are snapshots shown on vendor pages, not independent performance measures; confirm current prices and terms at checkout.
Or let it run in the cloud
Video clipping tools prepare short edits; they do not keep a YouTube channel live around the clock. If your separate goal is to run an always-on YouTube stream from uploaded videos, StreamNeo is a cloud option: upload a recording or build a playlist, add your YouTube stream key, and go live. The cloud keeps the stream running without a computer or home connection staying on. Each slot streams your upload as made, up to 4K 60fps, at one flat price per slot; it also automatically recovers if YouTube drops the stream. The first day is free with no card. Monthly is $9.99 per month. StreamNeo plays uploaded videos and streams to YouTube only. Start your free day with StreamNeo.
