American Heartland was promoted in 2023 as a multibillion-dollar theme park and resort near Vinita, Oklahoma. What was American Heartland supposed to be?
The proposed destination was planned for a 1,000-acre site near Grand Lake and Route 66 in northeast Oklahoma. The development was to be built in phases, with an RV park and cabins preceding the theme park and resort.
The scale and economic figures came from the developer’s announcement, so they were forecasts rather than demonstrated results. It projected more than 4.9 million visitors a year and around 4,000 jobs. Oklahoma State Sen. Micheal Bergstrom endorsed the proposed location in the announcement, saying, “There’s no better place to represent the heart of America than northeast Oklahoma.”
What schedule and budget were announced—and what changed?
The original schedule put the RV park and cabins first, followed by the theme park and resort. Construction Dive’s November 2024 reporting described a substantially delayed project and a higher reported estimate, while also noting that developers then maintained it was still on.

The two budget figures are not necessarily contradictory: the more-than-$2-billion figure was the original announcement, while $2.5 billion was a later reported estimate. Neither should be read as a verified amount ultimately spent.
How did the project stall?
- July 2023: The developer announced the phased destination and its projected cost, attendance, employment and opening schedule.
- October 2023: A groundbreaking ceremony was held for the Three Ponies RV Park and Campground, the first announced phase.
- May 2024: As reported later by The Journal Record, two liens were filed over nearly $6 million in project claims. The same outlet reported that legislators declined a requested $35 million appropriation for water and wastewater improvements.
- November 2024: Construction Dive reported that the project had not progressed a year after the groundbreaking, RV work was on hold pending permits, and two construction and design liens had been filed. The developers said the project remained on, even as the projected opening slipped.
- July 2025: The Journal Record covered a federal lawsuit brought by backer Gene Bicknell, escalating the public dispute over the project’s financing and progress.
The reported liens and declined infrastructure request are concrete setbacks, but the available coverage does not establish that either alone caused the delay. Nor does it establish a complete accounting of project spending or all obstacles to construction.

What does the lawsuit allege, and what did the court decide?
Bicknell’s complaint alleged fraud and coercion and claimed that more than $60 million had been taken. The Journal Record’s account of the complaint also reported Bicknell’s assertion that little beyond a fence and gravel road had been built. These are allegations by a party to the dispute, not findings that the court established as fact. Asked about those allegations, the project’s senior executive vice president of sales and marketing, Kristy Adams, told The Journal Record: “We have no comment. Thank you.”
On May 5, 2026, the federal court dismissed the complaint’s RICO claims because it did not plead a pattern of racketeering activity. The order otherwise denied the motions it addressed. That is a limited procedural ruling: it does not establish the truth or falsity of every allegation, resolve every underlying dispute, or amount to a court declaration that the park was canceled.

A separate 2026 court order recounted an October 8, 2024 email in which Bicknell’s lawyer wrote, “The theme park will never be built.” The statement records the lawyer’s opinion at that time; it was not an official cancellation announcement or a judicial finding about the project’s ultimate fate.

Likewise, the available reporting does not independently verify the site’s exact physical condition as of October 7, 2026. The description of a fence and gravel road comes from Bicknell’s lawsuit as reported in 2025, not from a current site inspection.
