Since January 20, 2026, Kindle Direct Publishing (KDP) authors and publishers can choose to offer EPUB and PDF downloads for individual DRM-free Kindle titles. This is an opt-in setting controlled by the rights holder—not a store-wide removal of DRM. Only verified purchasers can download the files; Kindle Unlimited borrowers cannot.
What Amazon changed—and what it did not
Amazon’s change is a new delivery option in Kindle Direct Publishing, the service authors and publishers use to publish Kindle eBooks. A rights holder can choose not to apply digital rights management (DRM) to a title and allow verified purchasers to download EPUB and PDF files through Amazon’s Manage Your Content and Devices page.
DRM restricts how an ebook file can be accessed. Amazon says DRM-protected titles are limited to Kindle apps and devices; a DRM-free title remains readable there while also becoming available as downloadable EPUB and PDF files. The policy took effect on January 20, 2026. It does not make every Kindle book DRM-free, and readers cannot switch DRM off for a title themselves.
What buyers can download and who qualifies
Amazon limits EPUB and PDF downloads to verified purchasers. Buying a Kindle eBook is different from borrowing it: Kindle Unlimited subscribers and customers using other borrowing or subscription services cannot download these files under the policy.

For an eligible purchase, Amazon directs readers to Manage Your Content and Devices rather than promising a download button in every Kindle app. The file provides a way to read the book in compatible non-Kindle apps or on compatible e-readers, and to keep a local copy. That is greater file portability, not independence from Amazon’s account and download systems.
Choosing EPUB or PDF
- EPUB: Usually the more practical choice for novels and other reflowable text. The reader can adjust text size, though layout, fonts, images, and accessibility features may differ between apps and devices.
- PDF: Often more suitable for workbooks, comics, or books whose page layout matters. Its fixed pages can be awkward to read on a small screen.
Neither format guarantees a byte-for-byte match with the Kindle edition. Kindle-specific features or enhanced formatting may not carry over, and device support varies.
How an author or publisher enables downloads
The setting is changed separately for each book. Amazon’s current KDP workflow is:

- Sign in to Kindle Direct Publishing and open the Bookshelf.
- Open the book’s ellipsis menu (…) and choose Edit eBook Content.
- In the Manuscript section, find the DRM selection and choose “No, do not apply Digital Rights Management and allow customers who buy this book to download it as a PDF or EPUB file.”
- Check the confirmation box acknowledging that customers who bought the book, including existing buyers, may download it.
- Select Save and Continue, then at the bottom of the Pricing page select Publish Your Kindle eBook.
Amazon says a published change typically takes 24–72 hours to appear for readers. There is no bulk-update option, so an author changing several titles must update each one individually.
What happens to older titles and existing purchases
Books published before December 9, 2025 that were already marked DRM-free do not automatically gain EPUB and PDF downloads. Their author or publisher must explicitly confirm the new download permission. A previous purchase alone does not activate it.
When a rights holder enables the option and confirms that existing buyers are included, those buyers can qualify to download the files, provided they are verified purchasers. The same purchaser rule still excludes borrowed and subscription access.

Can the author turn DRM back on?
Yes. The rights holder can reapply DRM through KDP. Once that change takes effect, new EPUB and PDF downloads are no longer available. Amazon says customers retain access to files they already downloaded while the title was DRM-free; reapplying DRM does not recall those copies.
Why authors may choose either setting
DRM-free delivery favors portability and reader flexibility. It may suit authors whose audiences use non-Kindle readers, who want purchasers to keep a usable local file, or who already distribute DRM-free editions elsewhere. Those advantages do not establish that DRM-free titles sell more or suffer less piracy.
Keeping DRM may be the better fit when a publishing contract requires it, licensed content has distribution restrictions, or the author prefers to add friction to casual copying. Amazon warns that choosing not to apply DRM may result in unauthorized access to or copying of digital content files. DRM can raise barriers, but it is not an absolute guarantee against copying.

Before changing a title, authors should check contractual and territorial rights, test how the manuscript’s illustrations, tables, footnotes, and fixed-layout pages render outside Kindle, and consider the support questions that file downloads may create. Amazon says DRM selection does not change royalty rates or payment structure.
What to check if the download is missing or the file looks wrong
No EPUB or PDF option appears
- Confirm that the account bought the book rather than borrowing it through Kindle Unlimited or another service.
- Check Manage Your Content and Devices, where Amazon directs purchasers to find the downloads.
- The rights holder may not have enabled downloads, may not have republished after changing the setting, or may not have explicitly confirmed it for an older DRM-free title.
- If the KDP update was just published, allow up to 72 hours for it to appear.
The file renders poorly
Formatting problems can come from the source manuscript, device-specific font or image handling, or a mismatch between the format and the book’s design. A fixed-layout book may not work well as reflowable EPUB, while a PDF can be difficult to read on a phone. Authors should test representative pages before enabling downloads across a catalog; readers can try the other available format or a compatible reading app.

The change loosens file-format restrictions for titles whose rights holders opt in, but Amazon still controls the storefront, KDP setting, purchaser verification, download interface, and eligibility rules. It is therefore a limited opening within a managed Kindle ecosystem, not a universal download feature for Kindle purchases.

That distinction matters alongside earlier changes reported for Kindle, including the removal of the “Download and Transfer via USB” option for DRM-protected purchases, as covered by Thurrott. That secondary reporting does not change the scope of Amazon’s confirmed KDP policy: the new EPUB/PDF route applies only to participating DRM-free titles and eligible purchasers.
Other places to look for DRM-free eBooks
Amazon’s option depends on an individual KDP rights holder. Readers seeking DRM-free books can also check stores or publishers that identify such titles directly:
