On December 9, 2025, the Center for American Rights (CAR), a nonprofit law firm, asked the Commission to examine whether NPR and PBS and their local member stations have viable long-term business models after federal public-broadcasting cuts. Its filing asked the FCC to consider whether spectrum used by stations might become available for other licensees or uses; it did not itself revoke any license.
What CAR asked the FCC to do
CAR argued that the wind-down of the Corporation for Public Broadcasting (CPB) warranted a review of public broadcasters’ financial prospects. It asked the FCC to seek financial and business-model information, plans for donor support that preserve editorial independence, and notice or transition plans from stations likely to go dark. CAR also argued that the Commission should assess whether stations continued to meet their public-interest obligations after Congress chose to cut public funding. Those are CAR’s advocacy positions, not FCC findings. Ars Technica’s account of the filing quotes CAR asking whether channels and their spectrum might become available if networks and individual affiliates could not demonstrate viable long-term models.
Which stations hold the licenses?
The licenses at issue are held by local broadcast stations, not by NPR or PBS as national organizations. NPR and PBS distribute programming through member stations. In a January 29, 2025 letter, FCC Chairman Brendan Carr referred to approximately 1,500 NPR and PBS member broadcast stations; that is the figure in his letter, not a current independently verified count. Carr’s letter to NPR and PBS also described programming carried by those stations.
Can the FCC revoke a station license?
Yes. The Communications Act gives the FCC authority to revoke a broadcast license or construction permit under 47 U.S.C. § 312, but the statute provides a process; it does not mean a license has been revoked in this case.

Revocation during a license term
Under the statute, the FCC issues an order to show cause that states the matters under inquiry and calls the licensee to appear and provide evidence. Ordinarily, the hearing date cannot be less than 30 days after the licensee receives the order, except when safety of life or property is involved. CAR’s request for examination is not that order, and the reviewed sources do not establish that the FCC opened a revocation proceeding against NPR or PBS member stations.
Renewal and prolonged silence are different
A license renewal review is distinct from revocation during an existing term. Separately, § 312 says a station license expires if the station fails to transmit signals for 12 consecutive months, subject to statutory exceptions that can allow an extension or reinstatement. That rule concerns a station’s prolonged failure to broadcast; it is not evidence that a license has been taken away because of funding cuts.

What the funding cuts mean for local stations
CPB began an orderly wind-down on August 1, 2025, after congressional appropriations were rescinded and Senate appropriators left CPB funding out of the FY2026 appropriations bill. The Congressional Research Service (CRS) reported that CPB announced an intention to dissolve on January 5, 2026. At the time of the CRS report, NPR and PBS were still operating with cutbacks, and most member-station affiliations remained in place. A loss of federal support therefore did not mean that every local station had closed or lost its license. CRS’s report on public broadcasting describes the wind-down and its effects.
The effect varied by station. CRS estimated that CPB Community Service Grants supplied about 10.6% of public television revenue and 6.0% of public radio revenue in FY2024. These are average station-revenue shares, not percentages of PBS’s or NPR’s organizational budgets; some rural and underserved stations relied on a larger share. CPB grants had been the largest single source of funding for public television and radio stations and programming development and distribution, while stations and national organizations also relied on other sources.

Reported cuts and station risks
- PBS budget: CRS reported that PBS announced a 21% annual-budget cut in August 2025 following federal public-broadcasting funding cuts.
- Stations facing risk: NPR President and CEO Katherine Maher told The Washington Post that 78 member stations faced immediate risk to continuing operations. CRS also recounts her estimate that roughly half would need significant adaptations to stay on air. These were her risk assessments, not counts of stations known to have closed or lost licenses.
The figures describe different things: grant shares estimate a source of station revenue, PBS’s budget cut concerns the national organization, and Maher’s figures describe her assessment of member-station operating risk. They should not be read as evidence that the FCC revoked licenses.
A separate FCC concern about underwriting
CAR’s request followed a different FCC matter. On January 29, 2025, Carr wrote to NPR and PBS leaders that he had asked the FCC Enforcement Bureau to investigate whether underwriting announcements on member stations crossed the line into prohibited commercial advertising. The letter says noncommercial educational stations may acknowledge for-profit contributors but may not promote products or include comparative or qualitative descriptions, price information, calls to action, or inducements to buy. Carr’s letter records a requested investigation and his stated concern; it is not a finding that stations violated the rules.

What a March 2026 court ruling did—and did not—decide
On March 31, 2026, the Associated Press reported that U.S. District Judge Randolph Moss permanently blocked implementation of President Donald Trump’s directive to end federal funding for NPR and PBS, finding it unlawful and unenforceable. AP reported that an appeal was likely and that the ruling’s operational impact was unclear at the time. The AP report on the ruling concerns the presidential funding directive; it does not decide CAR’s separate request to the FCC about station licenses. The reviewed sources do not establish the later appeal status or a final FCC disposition of CAR’s request.
