Free movie access falls into two different categories: ad-supported services that stream titles in an app or browser, and libraries or archives that may let you borrow or download a film for offline viewing. They are not interchangeable. A “download” in a library app is usually a temporary loan, while an Internet Archive file may have item-specific reuse conditions.
For documentary viewers, the strongest starting points are Kanopy, Hoopla, the Internet Archive, the Library of Congress, and the National Film Board of Canada. The other services below can also surface documentaries, independent films, and factual programming, but their catalogs, territories, advertisements, and account requirements change.
Free streaming services
These services primarily deliver films through an online player. Unless a service or a specific app clearly provides an offline control, do not assume that a title can be downloaded.
1. Tubi
Tubi is a free, ad-supported service with no subscription or credit card required for basic access. Its catalog includes films, television, and some documentary programming. Creating an account through Register is optional, but it enables synced lists and “continue watching.”

- Shows on the go: Take your TV to-go when traveling—without needing to log into someone else’s device.
- TV, simplified: With setup that only takes minutes, a simple-to-navigate Home Screen, and an uncluttered remote control that does all you need—Roku makes it easier to watch the TV you love.
Tubi supports browsers, Android, iOS, Roku, Apple TV, Amazon Fire TV, Xbox, PlayStation, Samsung Smart TVs, Sony Smart TVs, and Xfinity X1. It does not advertise movie downloads, so treat it as a streaming service.
2. Pluto TV
Pluto TV combines free live channels with on-demand programming. It can be useful when you want factual channels or documentaries without choosing a specific film first. Its ordinary model is streaming, not file downloads.
The web app depends on JavaScript. If JavaScript is disabled, the site displays “You need to enable JavaScript to run this app.” Catalog and channel availability can also vary by country.
3. The Roku Channel
The Roku Channel offers thousands of free shows and movies, Roku Originals, and more than 350 live channels. It is available on Roku devices, the Roku Channel website, and the Roku mobile app.
Do these 3 things before closing this tab:

Live programming is collected under Live TV Channel Guide. The service is designed for streaming; it is not a general movie-download library.
4. Plex Free Movies & TV
Plex has a free, ad-supported catalog separate from its personal-media-server features. You can watch selected movies and television programs without confusing that catalog with videos stored in your own Plex library.
Plex also lets users stream personal content on the same local network. Those are different functions: the free catalog is licensed, ad-supported streaming, not a way to download or acquire the underlying movie files.
5. YouTube Movies
The official YouTube Movies & Shows destination mixes rentals, purchases, and free ad-supported titles. Use the movie’s official listing or an authorized distributor’s channel when looking for a documentary.

6. Fandango at Home Free
The service formerly called Vudu is now Fandango at Home. The old Vudu address redirects to a free-content browse page at Fandango at Home. Free titles are ad-supported, while rentals and purchases remain separate.
Use the free section rather than assuming that every result in the store costs nothing. Documentary availability is title- and region-dependent.
7. Xumo Play
Xumo Play advertises more than 350 channels and 15,000 on-demand titles. It says no subscription or login is needed. Select Watch now to open the player at play.xumo.com.

Xumo is primarily a streaming service, with a mixture of live channels and on-demand programming. It is not a public-domain archive or a permanent-download source.
8. FilmRise
FilmRise distributes free, ad-supported movies and television through its own website and third-party platforms. On the site, the useful navigation paths are Film → Our Catalog and Television → Our Catalog; the search field uses the button Search.
FilmRise does not establish that every title is available in every country, or that its website provides direct downloads. Check the particular platform and title.
9. Fawesome
Fawesome provides free, ad-supported movies and television. Availability depends on region and device, and its own site, mobile apps, and third-party embeds may not carry identical catalogs.
Only describe a Fawesome title as downloadable if the specific app or listing exposes an offline-download control. Otherwise, it is streaming access.
10. Crackle
Crackle remains a free, ad-supported streaming brand, although its catalog and website experience can vary by territory and platform. Older articles often call Crackle Sony-owned; Sony sold the service in 2020, so that description is outdated.

11. Peacock’s free tier
Peacock’s free area has offered no-cost, ad-supported programming in the United States. Its account requirements and catalog have changed, so confirm that a film is specifically marked free before promising access.

12. Sling Freestream
Sling Freestream supplies free ad-supported channels and on-demand content without a paid Sling Orange or Sling Blue subscription. It is a separate service, not a free trial of Sling’s paid packages.
It may require an account or a compatible browser in some situations. Device support and programming can change, so test the player before planning a screening around a particular documentary.
13. DistroTV
DistroTV offers free ad-supported live channels and on-demand programming. It can be useful for channel-based discovery, but availability depends on country and device.
DistroTV is not a public-domain download archive. Its normal delivery model is online streaming.
14. Local Now
Local Now combines local news with free shows, movies, and channels. The balance of local and entertainment programming varies by location and device.
It is streaming-oriented. Do not promise permanent downloads unless a specific title and app visibly provide an offline option.

Library services and legitimate offline viewing
15. Kanopy
Kanopy is one of the better options for documentary viewers, but it is not open to everyone. You need access through a participating public library or university, usually by entering an email address and a library-card number or institutional credentials.
Limits are set by the institution. For example, Seattle Public Library currently provides 15 monthly tickets. They reset on the first day of each month and unused tickets do not roll over. A played video expires after 72 hours, while Kanopy Kids plays are unlimited and do not use monthly tickets.
Kanopy is a licensed borrowing service, not a source of unrestricted movie files. Your library’s catalog, ticket costs, and viewing window may differ.
16. Hoopla
Hoopla requires a participating public-library card and includes movies, television, ebooks, audiobooks, comics, magazines, and music. Select GET STARTED or Log In to begin checking library access.
Hoopla says users can stream immediately and that most titles can be downloaded to a phone or tablet for offline use. Those downloads are controlled offline loans inside the app, not permanent video files that can be copied or redistributed. Lending limits and catalogs vary by library.

Archives and specialist collections
17. Internet Archive Feature Films
The Internet Archive’s Feature Films collection contains films supplied under different rights conditions, including public-domain works and uploads from rights holders.
Do not treat the collection label as a blanket copyright clearance. Open the individual item and read its rights statement before downloading, editing, screening publicly, or redistributing a film. The collection may require JavaScript in a modern browser.
18. Internet Archive Prelinger Archives
The separate Prelinger Archives collection focuses on archival industrial, educational, advertising, and other “ephemeral” films. It is particularly valuable for historical documentaries and primary-source research.
Viewing availability does not automatically grant unrestricted reuse. Download availability and permitted commercial or derivative use depend on the rights information attached to each item.

19. Library of Congress National Screening Room
The Library of Congress National Screening Room provides free online access to selected historical films. Its collection is useful for archival research, newsreels, cultural history, and documentary source material.
It is not a general replacement for a streaming service or a place to find current Hollywood releases. Check the individual item for rights and reuse information before downloading or republishing anything.
20. National Film Board of Canada
NFB.ca is a strong destination for Canadian documentaries, animation, and feature films. The National Film Board provides legally authorized streaming, with some titles free and others subject to geographic or access restrictions.
Do not assume that the entire NFB catalog is free or downloadable. Open the individual film page and check the available viewing method in your country.

| Documentaries through a library | Kanopy, Hoopla | You need a participating library, and borrowing limits apply. |
| Historical or archival films | Internet Archive, Prelinger, National Screening Room | Rights differ by item; viewing does not equal permission to reuse. |

| No library card | Tubi, Pluto TV, Plex, Xumo Play, FilmRise, Crackle, Fawesome | Advertising, regional catalogs, and changing availability are normal. |

A quick legality check
- Start at the service’s official website or official app, not an unknown mirror.
- Confirm that the title is labeled free, included with your library access, or supplied under a stated rights license.
- Check your country. A legal listing in one territory may be unavailable in another.
- Distinguish stream, rent, purchase, and download for offline loan. They grant different rights.
- For Internet Archive or Library of Congress material, read the item-level rights statement before copying, altering, screening, or redistributing the film.
FAQ
Which free services are best for documentaries?
Kanopy, Hoopla, NFB.ca, the Internet Archive collections, and the Library of Congress National Screening Room are the most documentary-focused choices in this list. Kanopy and Hoopla require participating-library access, while archive catalogs require item-by-item rights checks.
Can I legally download movies from these services?
Sometimes, but “download” has different meanings. Hoopla supports offline viewing for most titles on a phone or tablet, but the file remains tied to a temporary library loan. Some Internet Archive items offer downloadable files, although reuse rights depend on the individual item. Most ad-supported services listed here are streaming-only.
Is every full movie on YouTube legal to watch?
No. Use the official Movies & Shows listing or an authorized distributor’s channel. A full-length upload found through search is not proof that the uploader has permission.
Does free streaming mean I never need an account?
No. Some services advertise no subscription or login, but Kanopy and Hoopla require library access, and other platforms may request an account for playback, device activation, personalization, or age-restricted content.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The Bottom Line
For documentary fans, begin with Kanopy or Hoopla if your library participates, then check NFB.ca and the archival collections at the Internet Archive and Library of Congress. Use Tubi, Pluto TV, Plex, Roku, Xumo Play, and the other ad-supported services for additional discovery, but expect streaming rather than downloads. Always verify the title’s region, price label, and rights statement—especially before downloading, editing, or sharing a copy.
