Some One Piece character designs have documented real-world models, but the evidence does not support a definitive list of exactly 15 creator-confirmed pairings. The clearest examples are the original three Marine admirals, whose actor models are attributed to Eiichiro Oda in SBS Volume 57, and Fujitora, whose appearance is linked to actor Shintaro Katsu in an SBS Volume 74 transcription. Other names circulate in secondary lists, but resemblance alone does not prove inspiration.
What does “based on a real person” mean in One Piece?
It can describe several different relationships: a creator-confirmed visual model, a historical namesake or influence, a claim repeated by a secondary source, or a fan-observed resemblance. Those labels are not interchangeable. A model for a character’s face or general appearance does not establish that the person also supplied the character’s personality, history, costume, or story.
One useful place to check attribution is SBS, the reader-question-and-answer feature in the manga’s collected volumes. Netflix’s overview explains the feature and notes that Oda characterized some early comments about characters’ nationalities as light-hearted. That context is a reminder to read each answer for what it actually says rather than treating every offhand comparison as a comprehensive biography: Netflix Tudum’s One Piece and SBS overview.
Creator-attributed actor models in SBS
The strongest examples in this selection are actor-model attributions reported in SBS transcriptions. They concern appearance or a model, not wholesale copies of real people.

Aokiji and Yusaku Matsuda
A transcription of SBS Volume 57 reports that Oda affirmed a reader’s suggested link between Aokiji and actor Yusaku Matsuda. The claim supports describing Matsuda as Aokiji’s model; it does not establish that the character’s full identity or plot was based on the actor. Read the SBS Volume 57 transcription.
Kizaru and Kunie Tanaka
The same Volume 57 exchange attributes Kizaru’s model to actor Kunie Tanaka. A specialist character reference also records that association. This is an actor-model claim, not evidence that Kizaru’s personality or story reproduces Tanaka’s life. The Grand Line Archives’ Kizaru reference.
Akainu and Bunta Sugawara
SBS Volume 57 also reports Oda affirming Bunta Sugawara as the suggested model for Akainu. As with the other admirals, the attribution should be kept to the model relationship rather than expanded into a claim about the entire character. The SBS Volume 57 transcription.
Fujitora and Shintaro Katsu
A transcription of SBS Volume 74 describes Fujitora as resembling actor Shintaro Katsu, particularly through Katsu’s well-known association with Zatoichi. This supports a visual-model comparison; it does not establish that Fujitora’s complete characterization derives from Katsu. Read the SBS Volume 74 transcription.

Why this is not a verified list of 15
Entertainment articles often circulate longer rosters of supposed real-person inspirations, including names such as Eminem and Danny DeVito. A secondary list is evidence that the claim has been reported, not that Oda confirmed every pairing. One such list presents several claims, but does not make them equivalent in evidentiary strength to the SBS-attributed admirals: We Got This Covered’s list of reported inspirations.
Fan discussion also shows readers asking for primary confirmation of claims repeated online. That is a useful distinction: widespread repetition can explain why a pairing is familiar, but it cannot by itself establish creator intent. A fan discussion seeking primary confirmation.
Because the available evidence does not validate one authoritative roster of exactly 15 pairings, filling eleven more slots as though they were confirmed would overstate what is known. The defensible answer to “Which One Piece characters are based on real people?” is therefore a sourced selection, not a guaranteed canonical count.

- Creator-confirmed model: An attributable Oda answer or comparable primary statement identifies a person as a model. Check what aspect is identified.
- Historical namesake or influence: A name or historical connection may be meaningful, but it does not automatically establish a direct model for the character’s appearance or personality.
- Secondary-source claim: A publication reports an inspiration. Treat it as reported unless it points to a direct creator statement.
- Fan resemblance: A visual similarity or popular theory can be interesting, but it is not proof of intent.
The key question is not just who is named, but who made the claim and what exactly was borrowed: a face, name, costume, reputation, or broader characterization. SBS transcriptions are useful records, but the examples above are cited through transcriptions rather than a directly inspected licensed English volume; wording and context should be read accordingly.
