There is no reliable, apples-to-apples ranking of the 11 most popular girl groups of the 1990s: the available evidence mixes UK chart histories, worldwide sales reported by an artist’s official site, and a U.S. retail snapshot. This editorial selection focuses on documented chart performance and sales, with broad recognition as a judgment rather than a measured score. UK chart results and U.S. trade reporting describe different markets and cannot be compared as if they were one chart.
How to read this selection
The groups below are presented without a numbered popularity ranking. The strongest direct evidence here supports seven acts: the Spice Girls, All Saints, Destiny’s Child, TLC, SWV, En Vogue, and Jade. To reach 11 without inventing a definitive league table, the selection also includes four widely recognized acts whose inclusion is an editorial judgment, not a claim established by the cited chart and sales records.

That distinction matters because the available figures measure different things. Official Charts’ retrospectives concern UK chart performance and combined UK sales over a defined period. A 1993 Billboard report, by contrast, identifies leading album sellers at one U.S. retail chain; it is a contemporary snapshot, not a national ranking. The Spice Girls’ official archive gives a worldwide sales claim for one album, which should be understood as the group’s own reported figure.
Girl groups with the clearest documented evidence
Spice Girls
The Spice Girls have the strongest directly documented case in these sources. Official Charts’ artist history records nine UK number-one singles, beginning with “Wannabe” in 1996, and describes that total as the highest for any girl group in its artist history. Their 1996 album Spice is a defining commercial marker: the group’s official archive says it topped charts in more than 17 countries on release, was the world’s top-selling album of 1997, and sold more than 23 million copies worldwide. That worldwide total is the group’s official-site claim, not an independently audited figure presented here.

Official Charts’ 2019 retrospective lists Spice at 2.98 million combined UK sales and Spiceworld at 1.6 million within the retrospective’s covered period. Those UK figures and the official archive’s worldwide claim describe different scopes and should not be combined.
All Saints
All Saints’ 1997 self-titled debut ranks third in Official Charts’ retrospective of the biggest girl-band studio albums for its covered period, with 1.47 million combined UK sales. The group’s single “Never Ever” also features prominently in the accompanying UK singles retrospective. TLC
TLC’s profile crossed R&B, hip-hop, and pop audiences. Official Charts includes FanMail in its girl-band album retrospective and “No Scrubs” in its singles retrospective, supplying UK evidence for both album and single success. A separate 1993 Billboard report also names TLC among leading album sellers at a particular U.S. retail chain. The latter is useful evidence that TLC was already prominent in the U.S. market, but it is not a nationwide sales result. Destiny’s Child
Destiny’s Child arrived as a late-1990s breakout and continued into the early 2000s, so their success should not be treated as though it all happened within the 1990s. Official Charts describes the group as one of the biggest girl groups of the late 1990s and early 2000s; its album retrospective includes The Writing’s on the Wall among the leading girl-band albums for the period. Jade
Jade is the fourth act named with TLC, SWV, and En Vogue in Billboard’s 1993 account of leading album sellers at one U.S. retail chain. Why these 11 do not make a definitive ranking
Popularity changed across the decade and differed by market. The Spice Girls’ UK number-one tally, Official Charts’ combined UK album sales, an artist-site worldwide album claim, and a single U.S. retailer’s 1993 report are distinct forms of evidence—not interchangeable entries in one scorecard. Early-decade R&B acts and groups that broke through near the end of the decade also had different amounts of time to build their records.
So this is best read as a guide to significant, recognizable names, with the strongest sourced chart and sales evidence called out individually. It is not an exact top eleven for the decade, and the four additional acts are explicitly editorial selections rather than source-verified chart leaders.
