In WWE’s published all-title ranking from October 16, 2014, Raven leads with 32 championship reigns, followed by Edge with 31. The list counts more than world championships: it includes tag-team, midcard and other titles, along with selected championships from outside WWE. It is a dated snapshot, not a verified ranking for 2026.
How WWE counted championship reigns
WWE’s 2014 article, “The 16 most decorated champions in WWE history”, counted WWE-sanctioned championships and selected non-WWE championships that were regularly defended in WWE rings or unified with WWE counterparts. It excluded titles for which a Superstar never fought in a WWE ring, as well as heir titles there.
That makes this an all-title reign ranking, not a ranking of World Champions or WWE Championship holders. WWE’s figures and title names below reflect what that article published in 2014.

The source’s No. 8 tie means the top ten by rank contains eleven names. The table retains WWE’s original positions rather than forcing a tiebreaker.

Why the Hardcore Championship changed the totals
The Hardcore Championship’s 24/7 rule allowed frequent title changes, so brief reigns contributed heavily to cumulative totals. Raven’s 27 Hardcore reigns and Crash Holly’s 22 account for most of their tallies; JBL’s 17 also make up a large share of his 24. WWE itself cautioned that raw totals can be less meaningful than who was defeated for a title.

The answer depends on which championship lineages count and what date the figure covers. WWE reported in 2017 that John Cena was tied with Ric Flair at 16 recognized World Title reigns. CBS Sports reported that Cena reached 17 World Title reigns at WrestleMania 41 in April 2025. Those are World Title records, not the all-title totals in WWE’s 2014 ranking.

There is also a narrower WWE Championship record. Guinness World Records lists Cena with 13 WWE Championship wins from 2005 through 2017. That figure concerns one championship lineage, not all titles or all World Titles. In a 2009 account, WWE said Cena then had 11 WWE Championship reigns and that Triple H had won that belt eight times, surpassing The Rock’s seven; those were dated totals for that belt alone.
