This is an all-era ranking of Marines by individual fighting ability, not a list of the highest-ranking officers. Each entry is judged at the strongest version supported by the story: prime-era legends are compared at their primes, while living characters are assessed at their latest relevant appearances. The order is an editorial reading of the manga, not an official ranking; several placements remain debatable because the series has not shown every contender fighting under comparable conditions.
How this ranking works
Marine rank and combat strength are related, but they are not interchangeable. A title, Devil Fruit, or institutional role cannot by itself settle who would win a fight. The ranking weighs shown combat ability, the quality and number of opponents, fight outcomes and context, endurance, control of abilities, and the difference between direct evidence and inference. Where the manga leaves a comparison open, the placement should be read as a best-supported judgment rather than a settled fact.

“Marine” here includes former Marines and historical versions of characters. It does not include pirates or other non-Marine fighters, even when their strength is relevant as a point of comparison.
Who is the strongest Marine in One Piece?
1. Monkey D. Garp — prime
Garp takes the top spot for the scale of his prime-era reputation and the formidable physical power the story associates with him. His standing among the Marines is built around combat, not merely office, and his clashes with Roger place him among the very strongest figures of his generation. The ranking gives his prime version the advantage over the other Marine contenders, while recognizing that the series does not provide a controlled, direct comparison against every admiral or Fleet Admiral.

2. Sengoku — prime
Sengoku is the closest institutional and combat-era counterpart to Garp: he reached Fleet Admiral and was treated as a major force during the same generation. His Mythical Zoan ability gives him a substantial combat toolset, but the story offers less direct evidence for placing him above Garp in a one-on-one fight. He therefore sits just below Garp rather than being separated from him by a claim of certainty.
3. Sakazuki / Akainu — latest appearance
As Fleet Admiral, Sakazuki is the strongest living Marine by this ranking’s assessment. His decisive Marineford fight against Kuzan, who was an admiral at the time, is especially important: it ended with Sakazuki winning and taking the Fleet Admiral position. That result is meaningful evidence, though it does not prove that he would defeat every Marine from every era, or that every fight would produce the same outcome.

4. Kuzan / Aokiji — latest appearance
Kuzan’s prolonged contest with Sakazuki for Fleet Admiral is the clearest basis for placing him close to the top. Losing that contest puts him below Sakazuki here, but the length and stakes of the fight make a large gap difficult to justify. His former admiral status and later change of allegiance do not erase his Marine-era strength; this ranking evaluates his combat ability, not his current institutional identity.
5. Borsalino / Kizaru — latest appearance
Borsalino’s admiral position and light-based power make him one of the Marines’ premier fighters. His combat record supports a place among the highest tier, but the story has not resolved a clean ranking between him and the other top living admirals. Fifth reflects the strength of his demonstrated standing while avoiding the unsupported claim that his title or Devil Fruit automatically makes him stronger than Sakazuki or Kuzan.

6. Issho / Fujitora — latest appearance
Issho is a Marine Headquarters admiral, a blind swordsman, and a World Military Draft appointee. The official One Piece character profile identifies his Zushi Zushi no Mi, which gives him gravity-based abilities. His power and position make him a clear top-ten candidate, but the profile establishes identity and ability rather than a definitive comparison with the older legends or the other admirals. His ranking here is therefore more inferential than the top placements.
7. Aramaki / Ryokugyu — latest appearance
Aramaki is another Marine Headquarters admiral. His official character profile names the Mori Mori no Mi and describes his Wano incursion in pursuit of Luffy, where Shanks intervenes and stops him. That episode demonstrates the danger of judging a fight without its context: it is not evidence of a clean, completed duel between Aramaki and Shanks. His admiral status and formidable ability justify a high placement, but the story has not established his exact position relative to Issho or the older admirals.

8. Tsuru — prime
Tsuru belongs among the strongest Marines of the older generation, with a reputation and career that place her alongside figures such as Garp and Sengoku. The evidence for ranking her precisely against the frontline combatants above is thinner: the story gives less direct, sustained combat material from which to measure her ceiling. Eighth acknowledges her elite standing without pretending the manga has settled a head-to-head order.
9. Smoker — latest appearance
Smoker is a persistent Marine pursuer of Luffy and a Moku Moku no Mi user. Bandai Namco’s One Piece Odyssey character page identifies him as a Marine Headquarters captain and a smoke human. That is useful for confirming his identity and ability, not for establishing that he can match the series’ historical top fighters. His place at the edge of this list is a judgment about the wider candidate pool, not a claim that a captain’s rank predicts his ceiling.

10. Monkey D. Dragon — excluded
Dragon is often discussed alongside powerful former or current Marines, but the story identifies him as the leader of the Revolutionary Army rather than a Marine. He is not eligible for this ranking. The final slot instead belongs to a Marine contender whose comparative standing is genuinely uncertain; the manga has not supplied enough direct evidence to make a precise tenth-place pick more than an editorial call. Smoker is included as a recognizable current Marine, not as a claim that he has surpassed every other plausible candidate.

Why the order is not definitive
The manga spans generations and rarely stages comparable, uninterrupted fights between all of its strongest Marines. Prime versions of older characters cannot be measured directly against every contemporary admiral, and a fight’s result can depend on the objective, injuries, allies, surprise, or other circumstances. Official character profiles confirm details such as Issho’s and Aramaki’s ranks and powers, but they do not publish a strength ranking. The placements above should be read as a transparent interpretation of the story, not canon fact.
