TV Tokyo identifies Lin as Naru’s close associate, placing him within the professional circle around Shibuya Psychic Research. That connection makes him a reasonable inclusion in a list of people involved in paranormal investigation.
The available official profile does not detail a particular supernatural specialty or a set of feats, so his ranking is based on his stated role in the group rather than an inferred power set.

Masako is described by TV Tokyo as a well-known medium. Mediumship is a distinct way of engaging with paranormal cases: it differs from leading a research team, but it is directly relevant to a broad definition of ghost hunting.

Why this ranking is not a strongest-character contest
These characters do different jobs. Mikami is explicitly a professional ghost sweeper; Naru leads a psychic-research organization; Mai works as his assistant; Mob is defined by extraordinary psychic power; and Seiko and Momo bring mediumship and psychic abilities to DANDADAN. Reigen is included for his role in the paranormal business, with the important distinction that he has no psychic powers.
