No official Naruto source ranks the 40 most powerful characters in the series, and this article does not invent one. The official Naruto Official Site pages support a top tier of four entries: Kaguya Ōtsutsuki, Naruto Uzumaki and Sasuke Uchiha in their Six Paths form, Madara Uchiha as the Ten-Tails jinchūriki, and Hashirama Senju, whose position against the late-war forms the sources do not settle. Anything placed below that tier is editorial inference.
Scope: this covers Naruto and Naruto Shippuden, with the emphasis on the final war. Boruto is not covered, because the official pages reviewed do not support a Boruto-era comparison. The finale retrospective cited here was published in 2023.

What “most powerful” means in this ranking
Power here is judged by the strongest form a character demonstrates on the page. A base form, a temporary transformation, a reanimated body and power borrowed from someone else are different states, and this article keeps them apart. Each entry is assessed on five axes:
- Strongest demonstrated form: the most powerful state the story shows, and whether it is temporary or borrowed.
- Scale and range: how many kinds of ability the character uses and how far their effects reach.
- Durability and recovery: what the character survives and how well they recover.
- Matchup context: who they fought and under what conditions.
- Limits and conditions: counters, dependencies and anything that restricts them, including sealing requirements.
A defeat in one fight does not automatically place a character below everyone who survived a different one. Battlefield accomplishments are also kept separate from broad claims such as “strongest ever,” which the official pages reviewed here do not make.

The top tier the official pages support
Four entries have enough official description to be compared on the same axes. They form a shared upper group. The official pages do not establish an order among them, so they are listed unranked within the tier.

Kaguya Ōtsutsuki
The official episode summary for “She Of The Beginning” says she emerges from Madara, is Hagoromo’s mother and has immense power. In its words, “Kaguya’s power is immense and instantly sends Naruto and Sasuke to an alternate dimension.” The same summary says only Naruto and Sasuke can seal her.

The finale retrospective adds the most striking feat: she moves Team 7 and Obito between dimensions and immobilizes Naruto and Sasuke. That places dimensional movement among her documented abilities, not only combat strength. Her sealing condition ties any matchup against her to two specific characters, which is the clearest limit the official material gives her.

The finale retrospective says Naruto and Sasuke gained new abilities through power inherited from the Sage of Six Paths, and that they challenged Madara together. The assessment covers that borrowed Six Paths-era form only. Their earlier forms are not assessed here, and their role against Kaguya is covered above.

The two are placed in one tier because the official pages present them as a single upper group. The sources give no feat-based reason to order one above the other, so this article does not do so.
Madara Uchiha as Ten-Tails jinchūriki
The official Madara retrospective draws on manga volumes 65–70 and 72 and chapters 620–678 and 691. It traces his progression through a return to a living body, his defeat of Hashirama, taking Sage Jutsu chakra, capturing the tailed beasts, becoming the Ten-Tails’ jinchūriki and casting Infinite Tsukuyomi.
Specifying the form matters. The Madara before this progression and the Madara after it are very different fighters, so “Madara” alone hides a large gap. The column quotes his line on reaching the new body: “THIS IS THE FORM, THE BODY I NEEDED!” That is dialogue from the column’s account of the scene, not a statement about rank. The column documents what he gained; it does not measure his durability.
Hashirama Senju
Hashirama is Madara’s historic rival, and their legendary battle is documented in the official Madara retrospective, which cites Naruto manga Volume 65 for the Hashirama and Madara history and battle. The official “Ninshu: The Ninja Creed” summary says Hagoromo explains that Hashirama and Madara are reincarnations of Ashura and Indra, respectively. That lineage explains why Hashirama counts as a major shinobi, but it is not a power measurement.

The reviewed pages do not establish his placement against the late Six Paths or Ōtsutsuki forms, so he is included in the top group as a major figure whose position relative to those forms remains open. Readers who want to check the battle directly can find those chapters in Naruto manga Volume 65. Edition and retailer availability vary and are not covered here.

The official pages support the top four with specific feats. Below them, the evidence thins quickly.
- The official series overview for Naruto: Shippuden lists principal cast members including Sakura, Kakashi, Jiraiya, Itachi, Minato, Gaara, Killer Bee, Pain and Obito. It is a narrative overview and gives no power order.
- A placement needs a documented strongest form, feats and matchup context. The pages reviewed supply those for the top tier, but not for most of the remaining roster.
- Boruto-era characters fall outside the evidence used here. A list that includes them needs separate sourcing.
- Official pages can be revised. The finale retrospective cited here dates from 2023, so check the official site before treating any single placement as current.
How to build a defensible 40-name list
If you extend the ranking beyond the top tier, use a method that keeps every step checkable:

- Fix the scope first: Naruto only, Naruto Shippuden, Boruto, or a separate list for each.
- For each character, choose one strongest demonstrated form and label it base, temporary transformation, reanimated body or borrowed power.
- Attach a chapter or episode reference to every documented feat. A feat without a source stays out of the ranking.
- Assess the five axes in words. Do not assign numerical scores unless the story itself supplies the numbers.
- Sort characters into tiers before ordering within a tier. Order within a tier only where two feats directly compare.
- Label the result as an editorial assessment and date the sources it used.
