There is no defensible set of 15 people established by the sources available for this topic. “Real-life super villain” is a dramatic metaphor, not a historical category, and the sources point to different kinds of harm without supplying a shared ranking or a verified list. Naming 15 people as though they belong on one authoritative roster would imply evidence that is not established.
Why a single list is misleading
The label “super villain” turns real people and real suffering into a fictional-sounding category. It does not say whether the list is about state violence, organized crime, or individual violent crime—or how those forms of harm should be compared. Without stated criteria, a numbered ranking suggests a precision that the evidence does not support.
The available sources illustrate the problem: one is an official index of U.S. criminal cases, another is a program description about historical despots, and a third is a magazine profile of a drug-trafficking figure. None establishes a worldwide top 15.

These examples are not a replacement 15-person list. They show why selecting names from unrelated source types and placing them in one order would blur important differences in conduct, scale, geography, and evidence.

How a responsible list would need to be built
A useful account could group people by the kind of power they exercised rather than pretending that all harms fit one scale. For each person, it would need to establish:
- Documented conduct: what is supported by court records, government records, archives, museums, or scholarship, separated from allegation and later legend.
- Scale and period: the people harmed, the geographic reach, and the time span, with estimates identified as estimates.
- Responsibility: what actions are attributable to the person, rather than to an organization or government as a whole.
- Comparison rules: whether the article is grouping cases or ranking them, and what evidence justifies any ordering.
Those standards matter especially when comparing state violence with organized or individual crime: the sources, records, and measures of harm are not interchangeable.

What can be concluded from this title
The title raises a recognizable question, but the sources identified here do not verify its promised 15 names or provide a sound basis for choosing them. The responsible answer is not to invent a roster or present a program’s or publication’s framing as an objective classification. A properly sourced list would require a verified set of subjects and evidence for each one.
