By the end of Season 2, Grace Penn is president of the United States. The cliffhanger is not a question of whether she takes office. It is the sequence that puts her there: Hal Wyler tells President William Rayburn what he and Kate have uncovered, Rayburn dies, and the season closes on Grace’s reaction. What stays open is what Kate and Hal will do with the knowledge that the new president was behind the attack on a British warship.

How Season 2 builds to its ending
Season 2 follows Kate Wyler, the U.S. ambassador to the U.K., as she investigates an attack on a British warship. Netflix’s official recap describes the investigation moving from suspicion of Prime Minister Nicol Trowbridge to the revelation that Vice President Grace Penn came up with the idea for the attack. That discovery is what makes the finale dangerous: the person who conceived the plan is one step from the presidency.
The final scene, step by step
The following sequence is taken from Netflix Tudum’s explainer and the official recap. The recap presents the president’s death as following the news, without further detail on how it happened.

- Kate and Hal face the political consequences of what they have learned, rather than simply exposing the plot.
- Hal goes around Kate’s intended route and tells President Rayburn what they know.
- The president dies after hearing the news.
- Hal tells Kate, “He died, Katie,” then adds, “The president is dead. Grace Penn is president.”
- The season ends on Grace’s reaction as Secret Service agents rush toward her.
What the ending settles and what it leaves open
The finale resolves the succession question. The transfer of power is triggered by the president’s death, so the cliffhanger is about consequences rather than uncertainty over who holds office.
- Settled: Grace Penn has taken office, and the warship attack traces back to her.
- Open: the political and personal fallout for Kate and Hal, now that the person behind the plan controls the presidency.
Whether later seasons change this position is outside the scope of this article.

Rufus Sewell, who plays Hal Wyler
In TheWrap’s interview, Sewell says Hal wants Kate in power and wants to affect change. On the decision Hal makes in the finale, Netflix Tudum quotes him on risk:
“This is the truth with high-risk strategies. Sometimes things go wrong, but you look back on it and think, ‘Well, with the information that I had, did I make the right decision?'”

Netflix Tudum reports that only Keri Russell, Rufus Sewell and Allison Janney knew the major redacted finale developments before the final table read. Debora Cahn says the production wanted genuine reactions from the cast, which is why the reveal was kept from much of the ensemble.
Where to watch and what to check
Netflix’s Season 2 guide states that Seasons 1 and 2 are available on Netflix. Streaming availability varies by country and changes over time, so confirm the current status on the Netflix title page in your region before watching. Netflix’s explainer is also framed as a catch-up for a later season, so the page’s ordering does not indicate which season is newest.
