The slogan “When things look glum, vote 31” comes from the Vault 33 election storyline. In this episode, Betty wins the Vault 33 overseer election, and the saying hints at a pattern in which Vault 31-linked candidates keep winning. The episode raises that suspicion but does not fully explain it, and Norm’s investigation into Vault 31 is what pushes the mystery forward.
What the slogan means in the episode
“When things look glum, vote 31” is an in-world saying among Vault 33’s residents. It is not a line attributed to a real-world speaker. Its irony is the hook of the episode: the vault holds an election that is supposed to be fair, yet the saying suggests the result is already known and tied to Vault 31. The recaps describe this as a recurring outcome rather than a single unlucky vote, which is why the phrase keeps coming up in Vault 33 politics. On the surface, Lucy and Maximus join forces. According to the Filmibee recap, their partnership is framed as a way to find the head and save Lucy’s father. The episode presents the alliance as a working arrangement built around their connected goals, so treat it as the surface-level plot rather than a resolved storyline.
Betty wins the Vault 33 overseer election
Inside Vault 33, Betty wins the overseer election. Her victory is the episode’s central example of the pattern the slogan describes. Because the election is presented as fair on its face, the outcome is what makes viewers question how it works.

Norm investigates Vault 31
Norm’s investigation into Vault 31 runs parallel to the election plot. The structure lets viewers compare the slogan with what Norm uncovers, which builds suspicion about the relationship between the connected vaults. This is the thread that turns the election from a local oddity into a second major mystery.
Reclamation Day and the residents’ expectations
The episode also places Reclamation Day in context. What to Watch describes it as part of the vault dwellers’ larger expectation that they will eventually leave the shelters and repopulate. That hope explains why local leadership and the promise of a future matter so much to residents, and why an election that seems rigged carries stakes beyond the vote itself.

Why the Vault 31 pattern is still open
The episode gives viewers enough to suspect a pattern: Vault 31-associated candidates keep winning, and Norm’s findings connect that pattern to the election. What it does not establish is a complete cause. Any full explanation depends on information the episode does not give in this installment, so readers should not treat the slogan as proof of a finished answer.
