Episode 7 of Fallout’s first season, “The Radio,” cuts between two searches for the same woman. In the wasteland, the Ghoul hunts for Moldaver through a farmer’s family. Before the war, Cooper Howard meets Moldaver, who is using the name Miss Williams, and accepts a device meant to spy on his wife. The episode then moves Lucy, Maximus, and Thaddeus to a radio station where a trap, a deteriorating wound, and an approaching Brotherhood force a set of compromises. The title’s question, who thinks of themselves as the villain, is answered less by any confession than by how each character justifies what they do and who pays for it.
Spoilers follow.

What happens in Fallout Season 1, Episode 7, “The Radio”?
The episode runs five threads. Each one is a different way of getting something from someone else.
Cooper’s pre-war storyline
The past timeline opens with Moldaver, here known as Miss Williams, dealing with Cooper Howard. She tells him she was close to discovering cold fusion before Vault-Tec bought out the companies she had worked for and took control of the technology. She wants her invention back. Her price for helping is a listening device intended to spy on Cooper’s wife. Cooper is conflicted, but he eventually connects the device to his Pip-Boy. The episode treats this as a choice he makes, not as a plot mechanism that happens to him.
The Ghoul at the farmer’s home
In the present, the Ghoul reaches a farmer’s house and presses the farmer and his son for Moldaver’s whereabouts. A letter from the son, who is missing, ties the family to the Ghoul’s earlier violence. The episode shows the Ghoul’s method plainly: intimidation and force, used to extract information.

Lucy in Vault 4
Lucy investigates restricted level 12 in Vault 4 and learns that its original scientists ran experiments there. The descendants of the mutants who rebelled against those scientists now look after surviving test subjects and welcome refugees. The discovery leaves Lucy questioning the vault’s history and wondering what experiment was run in Vault 33.
The radio station: Maximus, Lucy, and Thaddeus
Maximus gives up the comfort of his new life to help Lucy, and their exit from Vault 4 and conversation about their shared hardships strengthen their bond. Thaddeus, who has traded his fusion core for an elixir that seems to heal his foot, heads to a radio station to contact the Brotherhood. Lucy and Maximus meet him there. A trap injures his neck, and the wound’s rapid deterioration leads Maximus to conclude that Thaddeus has become a ghoul. The Brotherhood is coming in response to his call, and its hostility toward ghouls makes the threat immediate.

Why the episode alternates between past and present
The cutting between Cooper’s pre-war dealings and the wasteland hunt puts two versions of the same pursuit side by side. In the past, Miss Williams trades a promise of a lost invention for Cooper’s surveillance. In the present, the Ghoul trades violence for a location. Both characters are gathering information about a person who has something they want, and both use another household to do it: Cooper’s wife in one timeline, the farmer’s family in the other.
That structure does work the recap alone cannot. It lets the viewer see the Ghoul’s coercion as a version of a choice Cooper has already made, which makes the present-day violence harder to read as the simple behavior of a monster. The parallel is an interpretation of the episode’s construction, not something the creators have spelled out.

Who thinks they are the bad guy?
The title suggests a character who sees himself as righteous while others see something else. The episode does not give a single confession, so the most useful way to test that idea is to compare what each character says he is doing, what he actually does, who bears the cost, and whether the harm is acknowledged. The table below uses only what the episode’s plot summaries report.
| Character | Stated or inferred motive | Chosen action | Who bears the cost | Acknowledges the harm |
|---|---|---|---|---|
| The Ghoul | Finding Moldaver (the episode shows the search, not a justification) | Intimidation and force against a farmer and his son | The farmer and his son | Not stated in the episode’s plot summaries |
| Cooper Howard | Not stated in plot summaries; he is described as conflicted | Accepts the listening device and connects it to his Pip-Boy to spy on his wife | His wife, who is the target of surveillance | Not stated in plot summaries; the conflict is shown before he proceeds |
| Maximus | Helping Lucy | Gives up his new life, gives Lucy the real head, lets Thaddeus escape with a decoy | Maximus, who gives up comfort and takes personal risk | Not stated in plot summaries |
The table shows an uneven picture. The Ghoul and Cooper both use other people as the means to an end, while Maximus’s choices are directed toward another person’s safety. But the episode does not let any of them off the hook, and the Ghoul’s search leaves a farmer’s family in harm’s way regardless of his reasons.

Two further points keep the theme from flattening into “everyone is equally bad.” First, power differs. Cooper has the means to sit across from Miss Williams and decide what he will accept. The farmer has no such option. Second, the episode complicates judgment through Vault 4 itself. Lucy learns that the community she has come to know inherited a brutal experiment, and it has chosen to care for the survivors and take in refugees. The past of that community does not cancel its present kindness, and the present kindness does not erase the past.
The creators’ broader remarks point the same way. Co-showrunner Geneva Robertson-Dworet told About Amazon’s interviewer, “We knew right from the start that we didn’t want to copy exactly one of the stories from the video games. We knew we were going to craft our own story.” Ella Purnell described Lucy’s belief in the Golden Rule as central to the character. Both remarks concern the series as a whole, not Episode 7 specifically.
Context for new viewers
Prime Video describes the series as a story about people in luxury fallout shelters who are forced back into a violent, strange world roughly 200 years after the apocalypse. Bethesda says the show is set in the same universe as its roleplaying games, while the series creators describe it as an original story built from the games but independent of them. You do not need game knowledge to follow Episode 7. Bethesda’s own franchise article suggests Fallout 76 for viewers who want more of the world, but that is an optional suggestion rather than a prerequisite.
