What happens in the film
Dean is a lawyer whose ordinary working life is disrupted when evidence connected to a politically motivated killing falls into his hands. From that point the film is about what happens to a private citizen who suddenly holds information that powerful people want buried. Rogue government operatives pursue him, and the story shows him losing control of his privacy and his reputation while he tries to clear himself.

The Guardian’s 2021 critical summary describes Dean as framed and says Hackman’s intelligence-officer character helps him. Time Out’s 2012 review frames the film around the political killing and the evidence that reaches Dean. Both describe the same basic situation, which is the core of the film’s appeal.
The setup
The opening premise is deliberately simple. Dean is not a spy and has no training for what follows. The audience learns the central fact at the same pace he does, so the suspense comes from his ignorance rather than from a detective’s slow accumulation of clues.

The chase and the surveillance
The film’s tension depends on the gap between Dean’s limited resources and a surveillance apparatus that can track him and damage his standing. The rogue operatives in the story are depicted as using the same kind of monitoring tools that make ordinary life visible to institutions. That mismatch drives most of the action.
Brill’s role
Brill is the character who turns the chase into a contest of skills. Hackman’s surveillance expert knows how the system watches people, which makes him Dean’s most useful ally. The relationship between the two men gives the film its emotional center.

The central question is not who committed the crime, because the political killing is established early in the story, but whether Dean can survive being discredited while the people behind it keep control of the information. Readers who expect a mystery with a hidden culprit to uncover may find the film more concerned with pursuit and endurance.
