Not as a blanket claim. The evidence supports narrower statements. Some patterns of play, the kind that impair control and displace daily life, are associated with real harm, and violent game content has been found to be a risk factor for aggression-related outcomes. The evidence does not show that gaming harms every player, causes violent crime, or produces broad social decline.
Ordinary play and gaming disorder are different things
The World Health Organization’s ICD-11 description of gaming disorder is built around a pattern of behavior, not a count of hours. It has three core features: impaired control over gaming, gaming gaining increasing priority over other interests and daily activities, and continuing or escalating play despite negative consequences. For a diagnosis, the pattern must be severe enough to cause significant impairment in personal, family, social, educational, occupational or other important areas of functioning, and it would normally have been evident for at least 12 months.
WHO’s statement about how common the disorder is remains qualitative. In its Q&A “Addictive behaviours: Gaming disorder” (22 October 2020), it says:
“Studies suggest that gaming disorder affects only a small proportion of people who engage in digital- or video-gaming activities.”

That sentence gives no percentage, and it should not be read as one.
Comparing heavy play with the pattern WHO describes

Hours are therefore a prompt to look more closely, not a verdict. The description contains no number of hours that makes someone disordered. Its test is impairment and loss of control, which is why a long session on its own says little about whether a player has a disorder.

Health concerns WHO links to gaming behavior
Beyond the disorder itself, WHO lists possible concerns associated with gaming behavior, particularly excessive patterns:
- insufficient physical activity
- unhealthy diet
- eyesight or hearing problems
- musculoskeletal problems
- sleep deprivation
- aggressive behavior
- depression
- effects on psychosocial functioning
The operative word in that list is “associated.” These are concerns that can accompany heavy or excessive play. WHO does not present them as a fixed result that every player will experience. Its public-health framing, updated in 2018, recognizes that digital technologies bring clear benefits as well as documented negative health consequences in some cases. The list is framed around excessive use, and it does not extend to every person who plays.

Violent content and aggression
This is the part of the question with the most direct evidence, and also the part most often overstated.
What the APA Task Force review reported
The American Psychological Association Task Force assessment, published in American Psychologist in 2017 and indexed in PubMed, reviewed studies published from 2009 through 2013. It combined a systematic evidentiary review with a meta-analysis of the studies the authors judged to have high utility. Exposure to violent video games was associated with:

- decreased empathy
- physiological arousal
Because the review covers studies through 2013, it describes the evidence base of that period. Later studies are not part of its conclusions, and the findings should be read with that date in mind. A risk factor raises the likelihood of an outcome; it is not the same as a cause that produces the outcome in every person.
Where the review stops
The task force’s conclusion matters as much for its limit as for its finding:

“Our task force concluded that violent video game use is a risk factor for adverse outcomes, but found insufficient studies to examine any potential link between violent video game use and delinquency or criminal behavior.”
That statement is by Sandra L. Calvert and colleagues, 2017. The aggression outcomes above come from laboratory and other aggression measures. They are not measures of violent crime, and the review found too few studies to say whether violent-game use is linked to delinquency or criminal behavior at all. Any claim that games cause violent crime goes beyond this evidence.

The title asks about society, but the WHO and APA material works at the level of individual health and behavior. It does not establish a population-wide effect of video games on education, family life, social connection, or crime. These are the outcomes most often invoked in arguments about gaming and society, and on them the evidence is silent rather than supportive of either side.
That silence cuts both ways. WHO’s framing acknowledges benefits from digital technologies, but this article does not assess specific benefits of gaming, so it cannot offer a balanced tally of gains against harms for society.

What to watch for at home
Parents, partners and players can rely on observable markers rather than hours alone:

- Check what gaming is displacing. Note whether it is pushing out sleep, schoolwork, paid work, or time with family and friends. WHO advises noticing exactly this kind of displacement.
- Watch physical health. Look for poor sleep, low physical activity, complaints about eyesight or hearing, or aches in the back, neck or hands.
- Notice changes in mood. Persistent low mood, irritability or withdrawal from people outside the game are the kinds of changes WHO links to excessive patterns.
- Notice control. Ask whether the player can stop or reduce play when asked, and what happens when they try.
- If a pattern has lasted for months and is affecting school, work or relationships, a health professional is the right next step rather than settling the question at home.
