“The move aims to further integrate TNA Wrestling into Anthem’s Entertainment Group, of which Cicione is the President, leveraging the entire Company’s resources to add more value in areas including production, distribution, marketing, viewership, customer acquisition, digital revenue streams, ad sales and sponsorships, digital tech operations, and more.”
The announcement is a corporate statement with no named individual credited as its speaker. It lists the following areas as places where Anthem hoped to use its resources:

These are stated goals. The announcement does not report results in any of these areas, and it gives no financial or performance figures that would explain the timing of the decision.
Who took over and what changed
According to the announcement, Cicione would keep his role leading Anthem’s Entertainment Group and also manage TNA’s day-to-day business operations. In practice, that means the TNA president role moved from a dedicated wrestling executive to a senior Anthem executive who already oversaw a broader entertainment division. The announcement does not describe any change to TNA’s creative leadership beyond that.

Background: Anthem’s ownership and D’Amore’s role
D’Amore did not arrive as an outside hire. He held senior positions inside the company Anthem built around TNA, which is why the termination is read as a leadership decision rather than a routine personnel change.

The budget report and how much weight it deserves
Wrestling news outlets F4W and the Wrestling Observer Newsletter (WON) reported that a clash over TNA’s budget “may have played a role” in the decision. That is the only reported internal cause in the public record reviewed for this article. It should be read as a possibility from reporting, not as a confirmed explanation.
