The earliest issue-level record tying Captain America to the phrase “Avengers Assemble!” is The Avengers (1963) #16, cover-dated May 1965. That is the best-supported answer, but it identifies an issue, not a verified speech balloon. And Captain America was not the first Avenger to use the words; Thor reportedly said them earlier.

What the issue record shows

The Grand Comics Database entry for The Avengers #16 gives a cover date of May 1965 and an on-sale date of March 11, 1965. It indexes “Avengers Assemble!” as the issue’s first line of dialogue or text and lists Captain America among the characters appearing in the issue. A secondary summary of the phrase’s history also identifies #16 as the first issue in which Captain America is associated with saying it.

The index entry is issue-level. It establishes the phrase’s association with this issue, but it does not, on its own, tell you which panel contains the line or whether it appears on the cover or in the interior story. Without a verified interior page, the accurate wording is that #16 is the earliest identified Captain America–associated use, not a confirmed first spoken line.

Who said it first

The phrase has an earlier history than Captain America’s appearance. A secondary summary reports the following sequence. Treat these dates as secondary-source reporting rather than checked against interior scans.

Milestone Issue Date What is reported
First reported use The Avengers #10 1964 Thor says “Avengers Assemble”
Adoption as team rallying cry The Avengers #14 1965 The Avengers adopt the phrase
Earliest identified Captain America association The Avengers #16 Cover-dated May 1965 (on sale March 11, 1965) Captain America is associated with the phrase

The gap between #14 and #16 is short, and the summary places the team’s adoption of the phrase before Captain America’s association with it. That ordering is why the answer to “who said it first?” is Thor, while the answer to “when did Captain America first say it?” is #16.

Three different questions hidden in one phrase

Readers often mean one of three things by “first,” and the answers differ:

  • The earliest use by any Avenger: Thor, in #10 (1964), according to the secondary summary.
  • The point the phrase became the team’s rallying cry: #14 (1965), per the same summary.
  • Captain America’s earliest identified association with the phrase: #16, cover-dated May 1965.

Keeping these separate prevents the common mistake of crediting Captain America with originating the team’s signature call.

Where Steve Rogers’ return fits in

Marvel’s official Avengers origin guide points to The Avengers (1963) #4 as the issue in which Captain America is taken off ice and returns to the team’s story. That is an important early-series milestone for the character, but it is not the rally-cry answer. Readers searching for the first “Avengers Assemble!” should look to #16, not #4.

Reading the issue for yourself

If you want to check the phrase in context, The Avengers #16 is the issue to look for. Confirm which edition you are getting before buying: an original 1965 printing, a facsimile, and a later reprint differ in condition, price, and availability, and the reprint format may not reproduce the cover and interior pages in the same way. Use the issue record above to confirm the cover date and indexed text before you read the story.

The phrase’s history is a useful example of how comics chronology works: a catchphrase can be used by one character, adopted by a team, and only later become linked to a second character, all in the space of a few issues. The dates above show that sequence, and they are the most defensible place to start.
