The author states that the specific object could not be identified with certainty from the image alone.
Separate reporting adds context that makes the explanation more plausible. In its January 2026 issue, The Atlantic reports that its writers observed Robert F. Kennedy Jr. regularly taking ZYN nicotine pouches from his pocket or desk and placing them between his lower lip and gum. That establishes that nicotine pouches are part of his routine. It does not tie ZYN to the object in the hearing photograph.
What is and is not established

Kennedy’s own caveat
When The Atlantic asked about his personal habits, Kennedy responded: “I’m not telling people that they should do anything that I do.” That remark is a useful limit on how the photograph should be read.
