What happened onstage
Strings joined Dylan midway through Dylan’s set at the Outlaw Music Festival. Dylan was seated at the piano, and Strings played acoustic guitar. According to JamBase, Dylan had been performing a new arrangement of the song on that tour; Strings took several solos, and the two traded licks near the end. JamBase reports that Dylan said, “Thank you, Billy!” after the song.

The Spokane date was the sixth stop of the Outlaw Music Festival’s 10th-anniversary run. JamBase reported Dylan’s set lasted 75 minutes and came before Willie Nelson’s headlining performance.
The song’s album connection
“All Along the Watchtower” is from Dylan’s 1967 album John Wesley Harding, as noted by JamBase. That is the album containing Dylan’s song, not a release of the Spokane performance; the cited reports do not establish an official audio or physical release of the collaboration.
