Yes. Warner Bros. Games says its business includes licensing and third-party game titles, and its announcements name outside studios that have developed games based on Batman and Harry Potter properties. But that does not mean the franchises are available through a general, open licensing program: no public application process or deal terms are established in the cited material.
What “licensed to another studio” can mean
A game involving an outside studio does not necessarily mean that studio independently acquired the franchise rights. The developer may build a game under an arrangement in which Warner Bros. Games or another rights holder remains the publisher. In the examples below, the announcements identify development and publishing roles, but do not disclose the contracts, approval rights, territories, exclusivity, or economics.

Warner Bros. Games describes itself as a publisher, developer, licensor, and distributor of interactive entertainment, including both internal and third-party titles. That supports the conclusion that it works with external parties; it does not describe a public route for studios to pitch or apply for a license. Warner Bros. Games

What these examples do—and do not—establish
- Warner Bros. Games has worked with outside developers on games using Batman and Harry Potter properties.
- Developer and publisher are separate roles: in the cited Batman compilation and Quidditch Champions announcements, Warner Bros. Games is the publisher while another studio is named as developer.
- A project can involve co-development and co-publishing, as the Wizards Unite announcement illustrates.
- None of these announcements publishes the contract terms or establishes that the outside studio owns, controls, or can independently exploit the underlying IP.
- No cited source lays out a blanket open licensing program or a public proposal channel. Whether a particular property is available depends on a specific agreement.

Who controls Warner Bros. Games now?
Corporate ownership is time-sensitive. The Associated Press reported that Skydance-owned Paramount closed its takeover of Warner Bros. Discovery on October 6, 2026, and included Warner Bros. Games among the combined portfolio’s video-game businesses. This is an as-of-date ownership statement, not a claim about whether any specific franchise is currently available for licensing. Hasbro announced a multi-year Harry Potter licensing partnership with Warner Bros. Discovery Global Consumer Products beginning in 2027, naming Hasbro global master toy licensee. That concerns consumer products; it does not establish that Hasbro has licensed Harry Potter video-game rights. Hasbro announcement.
