It comes from a sketch in the BBC series Tracey Breaks the News, in which Tracey Ullman plays a fictional Merkel who does not realise she rolls her eyes when people test her patience. A separate, real moment, a July 2017 exchange with Russian President Vladimir Putin at the G20 summit in Hamburg, is where the “Merkel eye-roll” phrase came from. The two are often blended together, and they should be kept apart.
What the video is
The video was covered by Scroll.in in an article dated November 22, 2017, which introduced the sketch. Ullman plays Merkel. English actor Samantha Spiro plays Merkel’s assistant, who tries to train the chancellor to keep a neutral face in public. The joke rests on the public image of Merkel’s expressions: she is shown as a leader who is unaware of her own reactions and has to be coached out of them.
The assistant’s lines, as reported by Scroll, include “poker face problem,” “You roll your eyes sometimes, when people test your patience,” and “all you must do is not roll the eyes, ja?” These are scripted lines spoken by characters. They are not quotations from Merkel or from anyone who worked for her.
How the sketch uses the eyeroll
Once the premise is set, the sketch runs the fictional Merkel through a series of comic scenarios. According to Scroll’s description, these include impressions of three other politicians:

- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Theresa May, then British prime minister
- Ivanka Trump
- Donald Trump
Each scenario tests the same idea: a public figure whose private irritation leaks onto her face. The eyeroll works as a comic device, not as a clinical or political claim.
The real moment at the Hamburg G20
On July 7, 2017, cameras at the G20 summit in Hamburg recorded Merkel and Putin in conversation. Contemporary coverage described Merkel as appearing to roll her eyes while Putin spoke. That description is the origin of the “Merkel eye-roll” phrase that circulated online that year, and it is a different event from the sketch, which was made later in 2017 as fiction.

What the two were discussing is not established by the coverage. The Indian Express, reporting on July 8, 2017, said a longer version of the video was thought to involve ballistic missiles. That was a report of what others believed, not a confirmed account of the exchange. International Business Times UK, also on July 8, 2017, collected a range of speculative public readings of the clip. Neither outlet verified what was said, so any explanation of the conversation should be treated as conjecture.
Two phrases from the reaction are useful as examples of audience framing. “Merkel eye-roll” described the appearance of the moment. “Mansplaining, G20 style” was a social-media interpretation that attributed a motive to Putin’s speech. It is a reaction, not a documented account of what happened between the two leaders.

What “political problem” refers to in the headline
The headline’s “political problem” points to the uncertainty about Merkel’s future as chancellor, which was live in late 2017. That is the framing Scroll gave the video when it was published. It is a statement about her political position at that time, not about her temperament. Merkel later stepped down as chancellor in December 2021, so the title reads as a snapshot of 2017 rather than a current account of her career.
What an eyeroll can communicate
A 2021 analysis in the journal Text & Talk uses the Merkel-Putin moment as an example of eye-rolling as visible dissent in interaction. The article’s general argument is that an eyeroll can signal a stance to the people present and can bring observers into alignment with that stance. That is a claim about how such gestures work in conversation. It does not establish what Merkel privately thought or intended in that specific exchange.

Two separate objects, side by side
The sketch and the G20 clip are easy to conflate because both involve Merkel and an eyeroll. The table below sets out how they differ.

- Is the source footage of a real event, or a scripted sketch?
- Does the coverage state what was said, or only what viewers think was said?
- Is the interpretation attributed to a named outlet, a commentator, or an anonymous social-media reaction?
- Does the claim describe the gesture, or does it claim to know what Merkel intended?
Most of the online confusion comes from the second and fourth questions. The gesture itself is widely reported for the Hamburg exchange. Motive and content are not.
