Here is the complete winner list, plus the career details WWE documented at the time for the first season’s winners and the prize announced for the 2015 winners.
Who won each season of WWE Tough Enough?
The SmackDown Hotel’s tournament history lists these 11 people as winners. The first three seasons and the final season had two winners each; seasons four and five had one each.

The season-by-season list comes from The SmackDown Hotel’s Tough Enough tournament history. WWE’s 2002 announcement independently confirms Linda Miles and Jackie Gayda as season two’s winners and identifies Maven and Nidia as the first season’s male and female winners.
Why a career-success ranking would be misleading
A fair comparison would need consistent information for every winner: sustained prominence in WWE or another major promotion, championships or other marquee accomplishments, career longevity, and notable work outside wrestling. The sources available here do not establish comparable career histories for all 11. Assigning places from first to 11th would therefore suggest a level of evidence and precision that is not established.
#1 Best Overall
The list above is ordered by season, not by success. Winning Tough Enough, earning a contract, or beginning WWE training is a starting point in a career, not proof of how that career turned out.
What WWE documented about the winners
Maven Huffman and Nidia Guenard
In a May 2002 announcement, WWE described Maven as a regular performer on SmackDown and a three-time WWE Hardcore Champion. It said Nidia was continuing her training at Ohio Valley Wrestling and had appeared occasionally on WWE programming. These are WWE’s descriptions at that time; they are not a complete account of either person’s later career. WWE’s May 30, 2002 announcement also confirms Linda Miles and Jackie Gayda as the second season’s winners.

Josh Bredl and Sara Lee
WWE announced that each 2015 winner would receive a one-year contract valued at $250,000, and said both began training at the WWE Performance Center in early September 2015. That figure describes the prize announced for that season; it should not be assumed to apply to earlier winners or treated as a measure of later career success. WWE’s October 28, 2015 announcement documents the prize and training start.

The sources establish the season winners, WWE’s contemporaneous 2002 descriptions of Maven and Nidia, and the contract and training details announced for the 2015 winners. They do not provide consistent, attributable career measures for the full group, so they cannot settle who had the most successful career. A defensible ranking would require comparable, well-sourced career histories for every winner and clear criteria for weighing wrestling accomplishments against longevity or work outside the ring.
