The Great Canadian Maple Syrup Heist was a theft from a Quebec reserve warehouse: a routine inventory check in July 2012 uncovered barrels filled with water instead of syrup. The Federation of Quebec Maple Syrup Producers later estimated that six million pounds—about 60% of the syrup in that warehouse—had been stolen. The Supreme Court of Canada’s 2022 case summary reports that the syrup was worth more than $18 million and that Richard Vallières was convicted of fraud, trafficking and theft. The case ended with the Supreme Court restoring a fine exceeding $9 million.
How the missing syrup was discovered
The Supreme Court of Canada says the theft came to light in July 2012, when a routine check found barrels containing water rather than maple syrup. On August 30, 2012, the Federation of Quebec Maple Syrup Producers announced that a routine inventory had found a large quantity missing from a warehouse in Saint-Louis-de-Blandford, Quebec. The Federation said empty barrels suggested the syrup had been transferred into other containers for illegal distribution. Its August statement said the warehouse held more than 10 million pounds of syrup in total.
Those accounts describe the discovery and the Federation’s initial explanation; the available court summary does not lay out a complete sequence of how the barrels were accessed or how each resale was arranged.
What was stolen and where it came from
In a December 2012 statement, the Federation estimated that about six million pounds of syrup—roughly 60% of the warehouse’s contents—had been stolen. It said the warehouse was rented and that the reserve was stored at three locations. The Federation also reported that police had apparently traced about two-thirds of the stolen syrup at that point. That was a contemporaneous estimate, not a final accounting of the syrup’s recovery.

The warehouse held part of Quebec’s maple syrup reserve, which the Federation said amounted to about 46 million pounds in 2012, or half of a normal Quebec annual harvest. That figure describes the reserve at the time; it is not a current estimate.
What the case established in court
The Supreme Court of Canada’s 2022 case summary says the stolen syrup was worth more than $18 million. It reports that police arrested 16 people, including Richard Vallières, who was found guilty of fraud, trafficking and theft. The summary does not provide a complete outcome for every arrested person.

Several figures associated with the case refer to different things. The six-million-pound estimate came from the Federation’s 2012 account of the warehouse loss. The value of more than $18 million is the figure in the Supreme Court summary. At trial, Vallières said he sold the syrup for $10 million and made about $1 million in personal profit; those were his reported statements, not independent valuation findings.
Why the Supreme Court restored the larger fine
The trial court imposed a fine exceeding $9 million. The Quebec Court of Appeal reduced it to about $1 million, but the Supreme Court restored the higher fine in its 2022 ruling. The legal question concerned a statutory fine in lieu of forfeiture: the Supreme Court summary says the fine could not be capped at the offender’s personal profit.

Chief Justice Richard Wagner explained the provision’s purpose this way: “This provision is severe because Parliament wanted to send a clear message that ‘crime does not pay’.” The Court’s reasoning was that the law aimed both to prevent offenders from profiting from crime and to discourage repetition—not merely to take away the individual profit Vallières said he had made.

The core account is grounded in the Federation’s contemporaneous statements and the Supreme Court’s case summary: a 2012 inventory exposed missing syrup in a rented reserve warehouse, the Federation estimated a loss of six million pounds, and Vallières was convicted before the Supreme Court restored the fine. The available accounts do not establish a full operational timeline, the details of every resale, or the complete disposition of every arrested person’s case. More elaborate retellings should not be mistaken for facts established by these sources.

Quebec’s 70%–80% share of global maple syrup production, cited by the Federation in 2012, is likewise a period-specific figure, not a current statistic. The Federation’s president, Serge Beaulieu, said in the August 2012 release: “The Federation always acts with caution to protect producers’ harvests.” That is the Federation’s own description of its practices at the time.
