This ranking compares fifteen distinct antagonists by supernatural ability, strategic reach, corruptive influence, immediate danger, and lasting impact. Tolkien provides no single numeric scale for villainous power, so the order is an editorial judgment rather than a canon ranking.
How this ranking defines power
The list focuses on villains who appear in, or are directly relevant to, The Hobbit and The Lord of the Rings. It does not include Morgoth: he is an earlier Dark Lord from Tolkien’s wider legendarium, not an antagonist in either novel. Including him would shift the scope from the two books to Middle-earth’s deeper history.
The ranking weighs five different kinds of threat. They are related, but not interchangeable: a powerful army does not make its leader a supernatural being, and a dangerous fighter may have little influence beyond one encounter.
- Innate or supernatural power: what the villain can do personally, as established in the books.
- Reach and command: the forces, territory, or servants under their influence.
- Corruptive or strategic influence: their capacity to manipulate, tempt, intimidate, or turn others toward their ends.
- Immediate danger: how directly they threaten the protagonists or the communities at stake.
- Historical and narrative impact: the scale and duration of the consequences they cause.
The list treats book events as the basis for claims. Film-only characters and adaptation-specific abilities do not qualify as evidence about Tolkien’s novels.

The 15 most powerful villains, ranked
1. Sauron
Sauron ranks first because he combines personal supernatural power with extraordinary reach and a long campaign to dominate others. He is a Maia, was once a lieutenant of Morgoth, and made the One Ring as an instrument of power. His influence reaches far beyond a single battlefield: the Ring’s destruction brings about his fall. Tolkien Gateway’s Sauron entry outlines this history.
He is also the Necromancer encountered in The Hobbit. Those are two names for one character, not separate entries in a fifteen-villain list. His threat is chiefly systemic: command, manipulation, and the effort to bring Middle-earth under his rule.
2. The Witch-king of Angmar
The Witch-king is the most formidable of the Ringwraiths and a principal instrument of Sauron’s war. His authority over the Nazgûl and his role in the assault on Gondor make him more than a dangerous combatant: he brings fear and military command together. He remains below Sauron because he serves the Dark Lord and does not match his maker’s scale of power or historical reach.
3. Durin’s Bane
The Balrog beneath Moria is an immediate, overwhelming danger to the Fellowship and a surviving force from an older age. Balrogs are Maiar corrupted by Morgoth, associated with shadow and flame; Durin’s Bane is slain by Gandalf. That combination of supernatural stature and direct threat puts it near the top, though its influence is largely confined to its lair rather than exercised across armies and kingdoms. 4. Saruman
Saruman’s power comes from a different mixture: he is a wizard with knowledge, persuasive force, and the capacity to organize an industrialized war machine at Isengard. His betrayal threatens Rohan and complicates the struggle against Sauron. He ranks below the first three because his plans are narrower and his authority ultimately collapses.
5. Gollum
Gollum is not a warlord, but the Ring’s long hold over him makes him one of the story’s most consequential and dangerous figures. He tracks the Ring-bearers, deceives them, and remains capable of violence. His power is intensely personal and corrosive rather than commanding: he has no army, but his fixation helps determine the Ring’s fate.
6. Smaug
Smaug is the strongest immediate physical threat in The Hobbit. His flight, fire, armor, and intelligence let him destroy Dale and occupy Erebor for generations. He is not a supernatural commander on Sauron’s scale, but he can devastate a city and intimidate anyone who approaches his hoard.
7. Shelob
Shelob is an ancient predator whose lair turns the approach to Mordor into a deadly trap. She has no political ambitions or army, but her physical threat is extreme: she ensnares prey and nearly kills Frodo. Her limited reach keeps her below the figures who can shape wars, yet in her own territory she is among the most dangerous enemies the heroes face.

8. The Mouth of Sauron
The Mouth of Sauron is a powerful emissary and intermediary for the Dark Lord, not a rival to him. His function is psychological and diplomatic: he confronts the leaders of the West with threats and attempts to sap their resolve. His access to Sauron’s authority gives him influence, while his dependence on that authority limits his independent power.
9. The Balrog of Moria’s class: the Balrog at large
There is only one Balrog in this ranking: Durin’s Bane, already listed at number three. A separate entry for “Balrogs” would duplicate that character rather than identify another distinct villain. The remaining places therefore go to other named antagonists rather than treating a species as an additional individual.
9. The Great Goblin
The Great Goblin rules the goblins of the Misty Mountains and commands the force that captures Thorin’s company. His power is political and local: he controls a stronghold and its inhabitants, but has little reach beyond it. He is dangerous to the dwarves while they are captive, not a force comparable to the Dark Lords or the great creatures above.
10. Azog
Azog is a prominent Orc leader in the history of the dwarves, but the distinction between book canon and screen adaptation matters here. Claims about his role in the novels should not be inflated with film-specific material. His place in the ranking reflects his direct antagonism and leadership, not the broader reach or supernatural status of the higher entries.

11. Bolg
Bolg leads the goblin and Orc forces at the Battle of Five Armies, making him a substantial military threat in The Hobbit. His command gives him more reach than an individual attacker, but his power is expressed through an army and a particular campaign rather than sustained influence across Middle-earth.
12. The Great Spider of Mirkwood
The giant spiders threaten Bilbo and the dwarves through ambush, webs, and numbers. They are dangerous locally and force the company into a desperate fight, but they have no single leader with the historical influence or strategic control of the figures ranked higher. This entry refers to the group encountered in the book, not to Shelob, who is ranked separately.
13. Gríma Wormtongue
Gríma’s chief weapon is manipulation. As an adviser in Rohan, he works to weaken Théoden and obstruct the kingdom’s response to danger. He has no army of his own and little physical threat, but his access to the king lets him damage a realm from within. His influence is real but dependent on Saruman’s larger design.
14. Orc captains and commanders
Orc commanders in the two books can pose grave danger to individuals and armies, but the texts present multiple captains rather than one clearly defined villain who belongs in a named-character ranking. This collective entry acknowledges the threat of their command without pretending that a single distinct character has been established.

15. The trolls of The Hobbit
The trolls who capture Bilbo and the dwarves are physically formidable and dangerous to the company at close range. Their impact is confined to a single encounter, and they lack the strategic reach, supernatural influence, or lasting historical effect of the villains above. Their inclusion completes the list with a distinct threat from The Hobbit rather than a second name for an already-counted antagonist.

Morgoth is the earlier Dark Lord and the master Sauron once served. In a ranking of Tolkien’s entire legendarium, he would be essential and would stand above the villains considered here. But the title’s scope is The Hobbit and The Lord of the Rings; adding Morgoth would widen that scope to earlier works and histories. Sauron is therefore the strongest overall candidate within the two-book frame.
How to read the lower ranks
The bottom of a ranked list can imply a precision Tolkien’s books do not supply. The lower entries are not presented as a measured scale, and the books do not establish a definitive ordering among every local threat. The distinction is about the kind of power each represents: command, deception, predation, or short-range physical danger. Where an antagonist is not a clearly named individual in both novels, the entry is labeled as a group rather than passed off as a single canon character.
