Section 31 is older than its appearances in Star Trek: Deep Space Nine: StarTrek.com describes it as dating to the founding of the Federation and Starfleet. Its earlier on-screen conflict is in Star Trek: Discovery, while Picard shows traces of its legacy. For The Next Generation (TNG), the key point is that Section 31 belongs to the broader Starfleet timeline, but the sources here do not establish a particular TNG-era operation.
Where Section 31 fits in the timeline
Section 31 is a clandestine Starfleet organization, not an agency created for the events of Deep Space Nine. StarTrek.com says it has existed since the beginning of the Federation and Starfleet. Its visibility and role differ across the shows: Discovery depicts an earlier conflict, Deep Space Nine emphasizes its concealment, and Picard refers to its history and technology.

StarTrek.com’s timeline feature places the first two seasons of Discovery in the 23rd century and says the series later jumps to the 32nd century. The show is in the Prime timeline, rather than a separate continuity. (Star Trek timeline: all eras explained; Star Trek: Discovery primer)
What Section 31’s history means for TNG
Because the organization is described as dating to the Federation’s founding, it predates TNG. But age and presence are different claims: the cited official material does not identify a specific Section 31 mission, personnel, or plot in the TNG era. It is more accurate to say Section 31 could belong to the larger history of the institutions TNG depicts than to claim that TNG shows the group operating onscreen.

The contrast with DS9 is useful. By that series’ era, StarTrek.com says Section 31 was “entirely off the books and even senior Starfleet officers had no idea it existed.” That description makes its secrecy a defining feature of the DS9 story, not evidence that the whole of Starfleet knew about it. How DS9 connects to Picard
DS9 gives Section 31 one of its clearest consequences: the organization attempts to infect the Founders with a morphogenic virus. A Picard season 3 recap revisits that plot and notes Section 31-related technology at Daystrom Station. The connection is therefore both historical and material: Picard invokes the DS9-era action and shows technology associated with the organization in a later period.

That does not make Section 31 the center of Picard. The cited recap supports a legacy link, not a claim that the later series is primarily about the organization. (Star Trek: Picard season 3 recap)
Where the Section 31 film fits
The official film description confirms Philippa Georgiou’s return and her involvement with a secret Starfleet division. It does not establish the film’s exact in-universe year or settle its sequence relative to TNG and Picard. Georgiou’s history alone is not enough to assign the film a precise place in the timeline, so its position should remain unspecified unless an official source provides that date. This order follows the main connections described above; it does not require assuming that every series depicts Section 31 directly.
