Priyanka Chopra Jonas as Noel Bisset
Bisset is an MI6 agent who joins the leaders’ effort to stop the conspiracy. She is the intelligence operative in the central trio, rather than a head of government.
What is Heads of State about?
The film begins with a public rivalry between Clarke and Derringer that risks their countries’ alliance. An attack by a powerful enemy turns the rivalry into a matter of survival, and the two leaders must rely on one another while working with Bisset to thwart a conspiracy. Prime Video describes it as an action comedy; the Associated Press has also framed it as a buddy comedy set against strained NATO ties. That is a critic’s description, not a separate official genre classification.

The political offices and international crisis are part of the fictional story. The characters should not be confused with real-world officeholders or treated as depictions of actual events.
