At the highest end, Marvel’s cosmic entities outrank ordinary heroes; among individual heroes, Scarlet Witch and Sentry have unusually broad reality- and matter-altering powers, while Hulk, Thor and Captain Marvel are better compared through specific forms and feats. There is no single official Marvel ranking that settles every character, continuity and temporary power-up. This guide ranks the strongest candidates by demonstrated scale and breadth of power, while keeping artifact- and form-dependent peaks separate from baseline abilities.
How this ranking works
This is an editorial ranking of characters and entities drawn from Marvel’s comics material, with one clearly identified exception: Marvel’s 2024 Marvel Rivals roleplaying profile is used for Scarlet Witch’s strongest cited description, not treated as a universal measurement of her comics version. Where an official source describes a character without establishing a direct comparison, the character is placed in a tier rather than assigned a falsely precise score.
The order gives greatest weight to scope of influence and control over reality, time or matter, then considers combat power, durability and breadth of abilities. It also separates a character’s usual or described powers from temporary forms and external artifacts. Marvel does not publish a standardized scale for comparing every character across all continuities, and the cited character descriptions do not establish a complete hierarchy.
The strongest Marvel characters, ranked by tier
1. The One Above All — creator-like entity; exact placement is editorial
The One Above All is the strongest candidate for the top position when the ranking includes creator-like cosmic entities. Marvel’s Leader biography recounts the One Above All appearing in a Hulk story and describing Hulk as a counterbalance. That source supports including the entity in a discussion of the highest cosmic powers, but it does not, by itself, supply a complete power hierarchy or a comprehensive ranking against every other cosmic being. Its number-one placement here is an editorial choice, not a definitive rank stated in that biography.

2. The Living Tribunal — above Eternity in the cited cosmic hierarchy
Marvel’s Eternity profile says Eternity answers only to the Living Tribunal. That gives a basis for placing the Tribunal above Eternity in this ranking’s cosmic tier. The cited material does not establish a complete account of the Tribunal’s power against every character or every exceptional circumstance, so this should not be read as an all-continuities verdict.
3. Eternity — embodiment of the universe’s time and matter
Marvel describes Eternity as the personification of time and embodiment of all matter, encompassing the universe alongside Infinity. That cosmic scope places Eternity far beyond comparisons based only on lifting strength, durability or fighting skill. Its profile also says that Thanos, wielding the Infinity Gauntlet, surpassed Eternity when the Living Tribunal declined to intervene. That is a specific artifact-enabled event, not evidence that unassisted Thanos is generally stronger than Eternity.
4. In-Betweener — cosmic power on Galactus’s level
Marvel’s 2023 explainer describes the In-Betweener as “a cosmic being with raw power on par with Galactus.” This explicit comparison makes the character one of the strongest candidates below the cosmic entities ranked above. It does not establish whether the In-Betweener outranks Eternity, the Living Tribunal or every version of Galactus, so the comparison should stay at the level Marvel states.
Artifact peak: Thanos with the Infinity Gauntlet
Thanos belongs in a separate conditional category rather than as a baseline entry in the ranking. Marvel’s Eternity profile says he surpassed Eternity while wielding the Infinity Gauntlet and while the Living Tribunal did not intervene. The Gauntlet is essential to that claim: it describes a specific peak involving an artifact and a particular circumstance, not Thanos’s ordinary power set or a universal position above the Tribunal.

Which individual heroes have the broadest high-end powers?
5. Scarlet Witch — reality-warping magic, with a source-specific caveat
Marvel’s 2024 Marvel Rivals roleplaying profile says: “Wanda Maximoff’s ability to manipulate Chaos Magic makes her one of the most powerful living beings in the universe.” It also describes her magic as able to twist and reshape reality. That is strong official evidence for placing Scarlet Witch among Marvel’s highest-powered living characters, but it comes from a licensed game profile; it is not a standardized ranking of every comics version or a direct comparison with cosmic abstracts. Marvel’s general character biography also describes Wanda as notably powerful, without offering the same detailed ranking language.
6. Sentry — extreme speed, strength and molecule manipulation
Marvel’s Sentry explainer lists Hulk-like super-strength, faster-than-light speed and molecule-manipulating powers, alongside a genius intellect. It calls Sentry one of the strongest beings in the universe. The breadth of those abilities earns him a place near the top among individual combatants, but the source does not set an exact position for him relative to Scarlet Witch or the cosmic entities.
7. High Evolutionary — vast intellect and matter-altering abilities, but a fluctuating scale
Marvel’s profile describes the High Evolutionary as having virtually unlimited knowledge and intellectual ability, broad psionic power, the capacity to rearrange matter, and the ability to evolve or devolve life. The same profile warns that his abilities have fluctuated markedly. That makes him a high-end threat whose position depends on the version or state being considered, rather than a character who can be assigned one stable rank across all appearances.
Where do Hulk, Thor and Captain Marvel rank?
These heroes are powerful, but physical strength is only one axis in a ranking that also includes reality manipulation, speed, durability, energy projection and breadth of abilities. Their results depend on which form and feat are being compared.

8. Hulk — enormous strength, but no single fixed ceiling
Marvel’s Avengers history presents Hulk as a formidable hero, and Marvel’s 2019 Captain Marvel comparison cites high-end Hulk feats. The comparison is a reminder that a character’s strength can vary with the feat or form under discussion; it does not establish one universal Hulk ranking across continuities and appearances. Hulk’s place here reflects his high-end physical power, not a claim that strength alone makes him stronger overall than the reality-warping or cosmic characters above.
9. Thor — a powerful, versatile hero whose feats resist a simple strength chart
Marvel’s Avengers history likewise presents Thor as formidable, and the 2019 Captain Marvel analysis discusses Thor feats beyond its own Captain Marvel strength comparison. That material supports treating Thor as a top-tier hero, but it does not supply a complete ranking against Hulk, Scarlet Witch or cosmic entities. His position, like Hulk’s, is best understood through particular forms and feats rather than a fixed number.
10. Captain Marvel (Carol Danvers) — strong across several combat dimensions
Marvel’s March 11, 2019 comparison assigns Carol Danvers a lift of 200 tons in Binary mode and considers her durability, energy projection, fighting skill and speed. It also notes that Thor and Hulk can claim feats beyond her in particular strength comparisons. The 200-ton figure belongs to Marvel’s analysis of Carol in Binary mode; it is not a universal measure of her strength in every form, nor a Marvel-wide power scale.
11. Red Hulk (Thaddeus Ross) — strength plus heat and energy absorption
Marvel’s Red Hulk profile lists superhuman strength, stamina, durability, regeneration, heat generation and energy absorption, and gives a lifting figure for the character. That figure is specific to the profile, not a standardized comparison with every other Marvel character. Red Hulk’s heat and energy-absorption abilities also make raw lifting an incomplete measure of his threat.

Is Scarlet Witch stronger than Thor? Where do Hulk and Sentry fit?
The available descriptions do not establish a universal winner for Scarlet Witch versus Thor. Scarlet Witch’s cited advantage is Chaos Magic that can reshape reality, according to a 2024 game roleplaying profile; Thor’s cited standing rests on formidable hero status and particular feats discussed by Marvel. Those are different kinds of power, and the answer can change with continuity, version and circumstances.
Sentry has a broader set of explicitly listed abilities than a strength-only comparison captures: Marvel names faster-than-light speed and molecule manipulation as well as Hulk-like strength. Hulk and Thor have exceptional physical feats, but Marvel’s cited material does not give a single fixed ranking that resolves all three against each other. The most defensible comparison is therefore by specific version and feat, not by claiming one order applies across every story.
Is anyone stronger than the Living Tribunal?
The One Above All is the strongest creator-like candidate in this ranking, but the cited Marvel biography is not enough to prove a comprehensive, precise hierarchy. Marvel’s Eternity profile says Eternity answers only to the Living Tribunal, placing the Tribunal above Eternity in the relationship described there. It also records Thanos surpassing Eternity with the Infinity Gauntlet when the Tribunal did not intervene; it does not say that this puts Thanos above the Tribunal. A categorical all-continuities answer would go beyond what these sources establish.
Why “strongest” depends on the version
- Cosmic scope: An entity that embodies universal time or matter is not meaningfully ranked by the same single measure as a hero’s lifting feat.
- Power type: Reality alteration, matter manipulation, speed, durability, energy absorption and combat skill produce different advantages; a higher number in one category does not settle every matchup.
- Form and circumstance: Captain Marvel’s cited lift figure is for Binary mode, and Thanos’s cited peak depends on the Infinity Gauntlet and the Tribunal’s non-intervention.
- Power fluctuations: Marvel explicitly says the High Evolutionary’s abilities have fluctuated, while other characters’ placement also depends on which form or feat is selected.
- Source scope: A character profile or explainer may describe an ability or one comparison without establishing an overall rank against every Marvel character.
These limits are why the ranking uses tiers and conditional cases instead of presenting a definitive ordinal list for every continuity and form. The order within the cosmic tier reflects the specific comparisons Marvel’s profiles support; the order among individual heroes is an editorial placement based on breadth and scale, not a Marvel-issued ranking.
