Margaret Thatcher did not lose the Conservative leadership ballot to Michael Heseltine. She won the first round on 20 November 1990, but failed to meet the margin required to avoid another ballot. Before that second round, she resigned. The chain began with a bitter dispute over Europe, Geoffrey Howe’s resignation and a speech that gave Heseltine the opening to challenge her.
What really happened to Thatcher?
Thatcher had been prime minister since 1979. By autumn 1990, her authority within the Conservative Party was under pressure. Her rejection of European Commission proposals at the Rome European Council on 30 October sharpened a dispute over Europe that had become a major fault line in her government. The Margaret Thatcher Foundation’s chronology records her emphatic “No, no, no” statement at the summit: the Rome remarks.
Geoffrey Howe, her long-serving foreign secretary, resigned in November amid disagreement over Europe. His Commons resignation speech on 13 November became the immediate catalyst for the leadership challenge that followed. Why did Geoffrey Howe resign?
The core rupture was Thatcher’s approach to Europe. Howe disagreed with her stance, and his resignation made that disagreement public in a consequential way. In a retrospective account published in 1993, Thatcher’s campaign manager George Younger described the chain as two triggering “accidents”: Thatcher’s forceful language after the Rome summit, which prompted Howe’s resignation, and Howe’s unusually damaging resignation speech, which opened the way for Heseltine to run.

Younger wrote: “An explosion was waiting to happen and it needed two accidents to trigger it off.” His account is valuable because he was close to the campaign, but it is a later interpretation by Thatcher’s friend and campaign manager—not a detached record of every MP’s private motive. Did Heseltine force Thatcher out?
Michael Heseltine turned the crisis into a formal test of Thatcher’s support by challenging her for the Conservative leadership. He did not win the first ballot. On 20 November, Thatcher received 204 votes and Heseltine 152. But the leadership rules required Thatcher to clear a specified margin to avoid a second round. She missed the threshold by four votes and withdrew before another ballot.

So Heseltine did not defeat Thatcher in a head-to-head final ballot. His challenge exposed that she no longer had enough support to satisfy the party’s rule for an immediate victory; her withdrawal came before the next round.

Was it all about Europe?
Europe was the immediate rupture, but it was not the only source of Conservative discontent. Younger’s retrospective account also identifies the poll tax and what some MPs regarded as Thatcher’s abrasive leadership style. He recalled that some loyal backbenchers were especially troubled by her attitude to Europe. Those points describe Younger’s assessment of the mood he encountered as campaign manager; they should not be treated as a complete tally of MPs’ reasons.
The distinction matters: Howe’s resignation and speech helped trigger a leadership challenge, while broader dissatisfaction made the challenge dangerous. The ballot then supplied the institutional mechanism that turned political weakness into an impending second round.

How much of The Crown is true?
The broad political sequence is supported by the historical record: Thatcher’s clash with Europe, Howe’s resignation and Commons speech, Heseltine’s challenge, the first-ballot result, and Thatcher’s resignation over the following days. That sequence is dramatic without needing embellishment.
These sources do not verify particular scenes, dialogue or private conversations in The Crown. They establish the main events, not whether a specific episode depicts them accurately. A scene-by-scene verdict would require evidence tied to that scene, rather than the general chronology alone.
