Mizoram became India’s 23rd state on 20 February 1987, following a 1986 peace accord between the Government of India and the Mizo National Front (MNF). Statehood was the final step in a longer constitutional transition—from district council administration to Union Territory status—against a backdrop of political unrest and armed conflict.
How Mizoram’s constitutional status changed
Mizoram did not move directly from a hill district to a state. Its political status changed in stages, each bringing a different form of administration.

Why the Mizo movement emerged
The movement for greater political change took shape amid the aftermath of the Mautam famine. The Aizawl District Administration’s history says dissatisfaction with the government’s response to the famine contributed to the rise of the MNF. That is an official summary of one important grievance, not a complete account of the causes of the movement.
In February 1966, the MNF launched an armed uprising, with Aizawl becoming a focal point, according to the Aizawl District Administration. The conflict formed part of the political context in which later negotiations took place.

What the 1986 Peace Accord changed
On 30 June 1986, the Government of India and the MNF signed a Memorandum of Settlement. The Mizoram government’s Directorate of Information and Public Relations records the agreement, while the Legislative Assembly’s history describes its political implementation, including MNF president Laldenga taking office as Chief Minister for six months.
The accord was a peace settlement, not the date Mizoram became a state. Parliament passed the statehood Act in August 1986; the statehood inauguration followed on 20 February 1987. Keeping those dates distinct makes clear how negotiations preceded the constitutional change.
