The Twisted Ending of The Penguin, Explained

Oz takes control of Gotham’s underworld, then kills Victor after he calls them family. Here’s what the finale reveals about Sofia, Francis and the Bat-Signal.

Spoilers for The Penguin Season 1, Episode 8, “A Great or Little Thing.” Oz wins control of Gotham’s underworld, but the finale makes the cost of that victory unmistakable: he kills Victor after Victor calls them family, Sofia is sent back to Arkham, and Francis is left unable to give Oz the recognition he craves. The ending’s central twist is not simply that Oz becomes more powerful. It is that he destroys intimacy when it threatens the identity he has built around power.

What happens in The Penguin finale?

Sofia uses Francis’s knowledge of Oz’s past to force a confrontation. Francis admits she knew Oz killed his brothers and says she had considered having him killed in revenge. Oz escapes with his mother after a struggle, but Francis later suffers a serious stroke and is left unable to respond to him.

Oz’s position in the gang war looks precarious until he recognizes that the people serving rival bosses resent their place in the hierarchy. He joins forces with Victor and other lieutenants to overthrow the bosses, then uses Sofia as a scapegoat for the resulting violence. Sofia is arrested and returned to Arkham.

After the victory, Victor tells Oz he felt they were family. Oz embraces him, then strangles him. In the closing scenes, Oz is in a penthouse with the incapacitated Francis. He seeks the approval he wanted from his mother through Eve, who performs Francis’s role. The Bat-Signal appears at the end, linking Oz’s rise to Gotham’s wider story without confirming a specific future plot.

Why does Oz kill Victor?

Victor’s murder is a deliberate choice, not an accident or misunderstanding. Victor has just named the bond between them as family; Oz responds by killing him. Showrunner Lauren LeFranc said she always knew Victor had to die by Oz’s hand. She described the killing as intimate and painful, like Oz “ripping out his own heart,” while explaining that Oz believes he must end Victor’s life to reach a higher level of power. TheWrap’s interview with LeFranc and her TVLine interview frame the death as central to Oz’s character, rather than a plot twist for shock alone.

The killing makes Oz’s rise morally legible. He can rally people who feel overlooked and accept their loyalty when it helps him gain power. But when Victor offers genuine affection, Oz treats that connection as a threat and removes it. That is an interpretation of the scene, supported by LeFranc’s account of Oz’s thinking—not a claim that Oz has no capacity for attachment. His embrace suggests the bond matters to him; the murder shows what he chooses to do with that feeling.

What happens to Sofia?

Oz does not kill Sofia. He arranges for her return to Arkham after using her as the fall person for the gang war’s violence. LeFranc described the return to confinement as worse than death for Sofia because she had experienced freedom and then lost it. Her final scene includes a letter from Selina Kyle, her half-sister. It offers a small sign of possible family connection, but does not establish that Sofia will escape or appear in a particular future story. LeFranc discusses Sofia’s fate and the letter in TVLine’s interview.

What does Francis’s revelation mean for Oz?

Francis’s confession changes the meaning of their relationship without resolving it. She knew Oz killed his brothers, and she admits that she contemplated revenge. The finale does not provide a simple explanation for whether Oz’s cruelty was innate or shaped by his upbringing. LeFranc said she wanted viewers to ask whether someone is born this way or becomes this way, and did not want to force a clear answer. What the episode does establish is the consequence of Oz’s choices: he has become a killer, and even the person whose approval he seeks is no longer able to respond to him. TVLine’s interview with LeFranc addresses the mother-son relationship and that deliberate ambiguity.

What does the ending set up for Gotham?

Oz ends the season with a much stronger position in Gotham’s criminal world. LeFranc said she and Matt Reeves discussed giving Oz enough power that Batman would take notice, while the series focused on a city where Batman cannot be everywhere at once. The Bat-Signal therefore points toward the possibility of future conflict; it is not confirmation of a specific sequel event or a promise about what happens next. The finale stays focused on Oz’s ascent and on the choices he makes to secure it. TheWrap and TVLine both report LeFranc’s comments about Oz’s power and Batman’s absence.
