Who is Phoebe’s twin sister?
Ursula Buffay is Phoebe’s identical twin sister. Lisa Kudrow portrays both women, a fact confirmed in the Television Academy’s biography of Kudrow, which also says she reprised Ursula for a handful of Friends episodes.
They are distinct characters, not one character appearing under two names. The distinction also gave Friends a way to connect Phoebe’s story with Kudrow’s earlier role on another sitcom.
How Ursula connects Friends to Mad About You
Before Friends, Kudrow played Ursula, a waitress on Mad About You. In a Television Academy oral history, Friends executive producer Kevin S. Bright recalled that Mad About You star Paul Reiser was supportive of Kudrow joining Friends. Bright said the creators came up with the idea that Phoebe and Ursula were sisters, so Ursula could appear again on Mad About You.

When do Phoebe and Ursula first meet on Friends?
In “The One With Two Parts, Part 1,” Joey and Chandler see Ursula working at a restaurant and mistake her for Phoebe. Ursula is identified as Phoebe’s identical twin in the episode transcript. The resemblance sets up the joke, while Ursula’s matter-of-fact response makes clear that she is not Phoebe: she says she works nearby because the restaurant is close to where she lives and she likes its aprons.

One detail matters when using that transcript: it is an extended-version transcript, not an official NBC script. Its header says some text shown in blue was not in the original NBC broadcast, and that the extended episode appeared on the Best of Friends Volume 1 video and the US Friends: The Complete First Season boxed set. The transcript’s scene description is useful, but its wording should not be treated as a record of every line in the original broadcast.

In the Television Academy oral history, co-creator Marta Kauffman recalled Ursula dating Joey “for a little while.” Co-creator David Crane said he did not remember that plot. Because the recollections differ, Kauffman’s account is best presented as her memory rather than as a confirmed episode count or timeline.
