Tomura Shigaraki and All For One remain his closest rivals, and Deku’s decisive attacks come after other heroes help create an opening. This is an editorial ranking of characters’ strongest forms shown in the anime through episode 170—not an official franchise ranking.
The Japanese official anime site identifies episode 170, broadcast December 13, 2025, as the television series finale. It also lists a separate “No.170+1 More” episode. This ranking uses episode 170 as its cutoff and does not include that separately listed episode.
How this strongest-character ranking works
The ranking considers each character’s strongest form shown in the anime by the episode 170 cutoff, rather than only their condition in the final scene. That distinction matters: All Might’s peak One For All form is different from the armored, quirkless fighter seen in the final conflict. Placements are editorial judgments based on demonstrated combat ability, versatility, endurance, limitations, and the circumstances around major victories. The official sources establish the final conflict’s key matchups; they do not publish a canonical top ten.
The final-war framing centers on Deku using One For All at full power, Shigaraki after taking in All For One’s consciousness, and All Might fighting in powered armor against a rejuvenated All For One. That establishes their importance to the endgame, not an exact strength order.

Izuku Midoriya (Deku)
Deku takes the top spot for the breadth of power he brings to the final conflict: he can use One For All at full power and confronts Shigaraki before facing All For One. The official episode summaries describe heroes clearing a path for his decisive attack, so his victory should not be read as a simple, isolated one-on-one measurement. Even with that context, his endgame role and full-power use of One For All make him the strongest overall choice.

Tomura Shigaraki
Shigaraki is Deku’s closest rival. The final-conflict introduction describes him awakening after taking in All For One’s consciousness, and the official episode summaries place him at the center of Deku’s endgame confrontation. His combination of destructive power and exceptional resilience makes him a plausible number one; this ranking puts Deku just ahead because Deku ultimately carries the decisive endgame attacks.

All For One
All For One remains an endgame-level threat even after a rejuvenating transformation. His confrontation with armored All Might and his later clash with Deku demonstrate how central he is to the final war. His placement below Shigaraki reflects the difficulty of comparing their overlapping powers and the battle’s changing circumstances, not a definitive canon verdict that Shigaraki is always stronger.

All Might (powered armor)
All Might’s powered suit lets the retired, quirkless hero face a rejuvenated All For One in the final conflict. That battle is a remarkable combat showing, but the suit is not the same thing as All Might’s former One For All power. Ranking his strongest anime form means considering his earlier peak as well as his armored endgame appearance; neither makes the other an interchangeable version of the character.

Dabi (Toya Todoroki)
Dabi’s blue flames have fearsome destructive potential, and his willingness to push his body beyond its limits makes him an especially dangerous opponent. That same self-destructive cost is a major constraint: his power can damage him, limiting how long he can sustain it.

Hawks
Hawks combines exceptional speed, precision, and battlefield awareness. His feathers are useful for offense, defense, rescue, and coordination, so his value is not captured by destructive power alone. He rounds out the ten as a highly versatile fighter, although the characters above him have greater direct combat power or durability.
Is Deku stronger than Shigaraki?
The finale supports Deku as the strongest overall pick, but it does not establish an uncontested one-on-one ranking. Deku confronts Shigaraki and later All For One, while other heroes help create the opening for his decisive strike. The outcome demonstrates teamwork and the culmination of the conflict, not a controlled comparison in which both opponents face Deku alone under identical conditions.
