Tomura Shigaraki ranks first here for his peak combination of destructive reach and combat ability, with All For One second. This is an editorial ranking, not an official list from Shueisha, the anime committee, or a guidebook. The series’ official materials establish characters and Quirk details, but the sources available for this comparison do not establish an official final-story top ten.
Is there an official ranking of the strongest villains?
No official source establishes this exact top ten as canon. The older villain tiers attributed to the Ultra Archive and Ultra Analysis guidebooks cover only through chapter 235, so they cannot settle a full-manga ranking that includes later developments. Bandai Namco’s official All’s Justice roster can help confirm characters and selected Quirk labels, but a game roster is not a manga power ranking.
“In 2025” is also not a basis for treating the order as an official ranking published that year. The list below is a full-manga editorial assessment, ordered by each villain’s peak demonstrated individual combat threat.
What does “strongest” mean here?
This ranking weighs destructive output, durability and stamina, Quirk versatility, and demonstrated performance against strong opponents. It also accounts for how reliably a character can bring that power to bear: a Quirk that needs contact, blood, setup, allies, or a special state can be decisive without making its user superior in every matchup.

#1 Best Overall
- MHA Fandom: Midoriya inherits the superpower of the world’s greatest hero, but greatness won’t come easy.
- Includes: The first 20 volumes of the bestselling My Hero Academia manga.
- Format: Softcover, 3840 pages.
Individual combat power takes priority over social or military influence. Army-scale danger still matters when it comes directly from a villain’s ability, but it does not erase the difference between a character’s personal durability and the threat posed by a force they can create.
The 10 strongest villains at a glance
| Rank | Villain | Main reason for placement |
|---|---|---|
| 1 | Tomura Shigaraki | Peak destructive reach and physical threat |
| 2 | All For One | Quirk versatility, experience, and combat options |
| 3 | Gigantomachia | Exceptional physical power and endurance |
| 4 | Re-Destro | High-output strength through Stress |
| 5 | Dabi | Devastating firepower, limited by its cost |
| 6 | Kai Chisaki (Overhaul) | Versatile, lethal touch-based Quirk |
| 7 | High-End Nomu | Power, resilience, and recovery in a purpose-built fighter |
| 8 | Muscular | Direct close-range strength and toughness |
| 9 | Twice | Potentially overwhelming numbers of clones |
| 10 | Stain | A dangerous conditional ability and strong combat instincts |
Why each villain ranks here
1. Tomura Shigaraki
At his peak, Shigaraki is the most convincing choice for strongest overall: he combines enormous destructive reach with the physical ability to remain a direct threat in high-level combat. His ranking rests on that full package, not on treating any one Quirk or form as the whole story.
That judgment is editorial rather than settled canon. A full-manga comparison published by DocumentaryTube likewise places peak Shigaraki first, but that is another writer’s assessment, not an authoritative ranking.
2. All For One
All For One comes close because his accumulated Quirks give him a wide range of ways to attack, defend, and adapt. His experience makes that versatility especially dangerous: he is not limited to one predictable route to victory.
Shigaraki takes the top spot under this article’s emphasis on peak demonstrated destructive and physical threat. A ranking that weights preparation, tactical options, or matchup-specific counters more heavily could make the gap between them look different.
3. Gigantomachia
Gigantomachia’s placement reflects the difficulty of stopping an opponent with overwhelming physical power and endurance. He is a particularly strong pick when the question is who can keep advancing through direct opposition.
His ranking is about individual battlefield force, not a claim that he is more versatile than the two characters above him. Raw durability and stamina do not provide the same range of answers as a large suite of usable Quirks.
4. Re-Destro
Re-Destro can convert accumulated stress into formidable strength, giving him a powerful route from pressure to offense. That makes him a serious high-tier combatant rather than simply an influential leader.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →His position below Gigantomachia reflects the difference between a strong power source and the sustained physical threat posed by an opponent built around extreme endurance. Re-Destro’s exact placement is debatable because the result depends on how much weight a ranking gives to peak output versus persistence.
5. Dabi
Dabi’s flames give him some of the most frightening destructive potential on this list, especially when area damage matters. In terms of sheer heat and the danger of getting caught in its path, he belongs among the leading threats.
His own body’s limits make that output costly to use. That liability matters in a ranking of sustained combat strength: devastating firepower does not guarantee that its user can keep fighting at the same level.
6. Kai Chisaki (Overhaul)
Overhaul’s touch-based ability is lethal and versatile, giving him routes to attack and alter what is around him. Against an opponent he can reach, a single opening can matter more than a straightforward contest of strength.
That contact requirement is also a real constraint. He ranks below the more consistently overwhelming fighters because his best options depend more heavily on access to a target and the circumstances of a fight.
7. High-End Nomu
A High-End Nomu is a purpose-built opponent combining heavy physical force with resilience and recovery. That combination makes it much harder to handle than a fighter whose threat is concentrated in one attack style.
This entry represents the High-End class, not a claim that every Nomu is equally strong. The placement reflects the threat of a high-performing specimen and does not imply that it has the adaptability of All For One or Shigaraki.
Rank #4
8. Muscular
Muscular is a direct, exceptionally dangerous close-range fighter. His physical strength and toughness make him a severe test for anyone who has to meet him head-on.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsHe places below the higher entries because direct physical power offers fewer ways to control a fight than broad Quirk versatility, extreme endurance, or large-scale destructive reach. His ranking is about overall threat, not whether he could beat every villain listed above him in a particular matchup.
9. Twice
Twice’s danger grows dramatically when he can produce a mass of clones: numbers can turn one opponent into a force capable of overwhelming a battlefield. That makes his Quirk a major threat multiplier and distinguishes him from a conventional one-on-one fighter.
His position separates that massed-clone danger from his individual durability. If the ranking measured the maximum threat of an established clone force rather than personal combat strength and reliability, Twice could move substantially higher.
10. Stain
Stain’s ability to paralyze an opponent after obtaining their blood can decide a fight, and his combat instincts make him dangerous while he pursues that opening. A conditional power can be more important than raw strength in a specific matchup.
The condition keeps him at the bottom of this list: he needs blood, and his ability does not by itself give him the destructive output or durability of the higher-ranked villains. He can beat stronger opponents under the right circumstances without being stronger overall.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why another ranking might differ
The closest calls come from using different definitions of strength. A list focused on one-on-one physical durability could elevate Gigantomachia or Muscular. One focused on destructive reach could favor Dabi. A ranking of battlefield or society-wide threat could put more emphasis on Twice’s clone potential. Stain’s ability, meanwhile, can make him a matchup nightmare without giving him a high place in a general measure of power.
The top two are the strongest overall candidates in the cited full-manga editorial comparison, but even there the ordering depends on the yardstick: Shigaraki leads here for peak demonstrated destructive and physical threat, while All For One’s versatility keeps him close.
Where to read the source story
Shueisha’s official series page lists the collected manga through volume 42, alongside related publications. It is Japan-focused, so readers should check the language, edition, seller, and local availability before buying. The full-manga scope matters for this ranking: early-series versions of these characters do not represent the peak forms assessed above.
