So an “official” list of ten would overstate the evidence; this article separates what those sources establish from what they do not.
What “official” means here
The official ONE PIECE.com pages identified for this topic contain character information and a fan popularity result, but do not publish a ranking of characters by fighting strength. The WORLD TOP 100 winner, announced in 2026, was determined by a worldwide fan vote held from March to June of that year. Monkey D. Luffy placed first, but that result measures popularity, not who would win a fight.
That 2026 poll also falls outside a ranking “as of 2025.” It cannot establish a 2025 strength order in any case. The available official evidence therefore does not support calling any ten-character list an official ranking.
What the 2025 cutoff can—and cannot—establish
For a specific publication boundary, the official announcement for Japanese volume 113 scheduled its release for November 4, 2025, and named Shueisha as publisher. A ranking using that cutoff should say it follows Japanese manga continuity through that point; it should also warn readers that later story developments are excluded. The announcement itself includes story information about Figarland Shamrock, a reminder that late-year material can affect what a cutoff covers.

The official profiles provide useful character facts, but they are not a substitute for comparing manga feats, matchups, and limitations. The listed bounties are official character data, not a published comparative combat statistic. A bounty is relevant story context, but treating it as a direct measure of who wins a duel would go beyond what these profiles say.
Why a defensible ranking needs more than titles and bounties
A reasoned editorial ranking would need to compare demonstrated outcomes against opponents whose capabilities are known, the range and limits of each character’s abilities, durability and endurance, and explicit descriptions in the story. It would also need to distinguish confirmed outcomes from inference and account for matchups where an unusual ability changes the result. Those are criteria for analysis—not an official formula supplied by the profile pages.
When the evidence is uncertain
Imu’s official profile emphasizes how much remains unknown. Without disclosed capabilities and demonstrated feats, assigning Imu a confident place based on presumed strength would be speculation. The same principle applies to any character whose relevant abilities or limits have not been established in the cited material.

So who are the ten strongest?
The official sources identified here do not answer that question with a ranked list, and they are not enough on their own to produce a well-supported editorial top ten. Naming seven additional characters and assigning all ten precise places would require evidence beyond the supplied official profiles and announcements. The accurate answer is therefore that no official 2025 top-ten combat ranking is established by these sources—not that the popularity poll or character bounties secretly provide one.
