What are Shakira’s biggest controversies? There is no official or measurable top nine. This selection brings together three separate Spanish tax proceedings and six music, employment, traffic and cultural disputes or criticisms. They do not all carry the same weight: some involved formal legal proceedings, while others were allegations or public debate, not established findings.
What happened in Shakira’s Spanish tax cases?
“Shakira’s tax case” can refer to three different matters. They involved different tax years and reached different outcomes; the 2026 ruling concerned only 2011 and did not undo the separate 2012–2014 settlement.
| Tax years | What authorities alleged or argued | Reported outcome | Source and status |
|---|---|---|---|
| 2011 | Spanish authorities argued Shakira was tax-resident in Spain. The Associated Press reported that the court found they had established she spent 163 days there, below the 183-day threshold described in its report. | In May 2026, a Spanish court ruled authorities had not proved she was a Spanish tax resident for that year and ordered a refund. AP’s headline and lead described more than €55 million in fines to be returned; Shakira’s lawyer said the Treasury would reimburse €60 million including interest. | Associated Press, May 18, 2026. A ruling in Shakira’s favor on the 2011 question. |
| 2012–2014 | Prosecutors alleged Shakira owed €14.5 million in income tax and argued she was ordinarily resident in Spain. | On the first day of trial in November 2023, she accepted the charges and agreed to a €7.3 million fine, plus a further fine reported as €438,000 to avoid a three-year prison sentence. | The Guardian/Reuters, 2023. A settlement, not a trial verdict. |
| 2018 | Prosecutors charged Shakira over alleged unpaid taxes of €6.7 million and alleged use of an offshore company. | In May 2024, prosecutors sought dismissal for lack of evidence and the court agreed. The Guardian reported the court found the tax-return irregularities insufficient for a criminal offense and no intent to defraud. | Associated Press, September 2023; The Guardian, May 2024. The charge was dismissed. |
1. The 2011 residency dispute
The 2026 ruling was specific to whether Shakira was a Spanish tax resident in 2011; it was not a ruling on the other tax years. Afterward, she said, “There was never any fraud, and the Tax Agency itself was never able to prove otherwise, simply because it wasn’t true,” as quoted by the Associated Press. That statement refers to the 2011 dispute, not the charges she accepted in the 2012–2014 settlement.
2. The 2012–2014 prosecution and settlement
Shakira said her decision to settle was personal rather than a concession that the case had been proved at trial. “This decision to reach a deal responds to personal, emotional and sentimental reasons that have nothing to do with legal [reasons],” she said, according to The Guardian/Reuters. She also said she had been ready to defend her innocence but chose to prioritize her career and children. Because the case ended in a settlement on the first day of trial, it should not be described as a conviction after a trial.

3. The separate 2018 investigation
The allegation over 2018 taxes was distinct from the settled prosecution over 2012–2014. Its later dismissal matters: the initial charge was an allegation, and the court agreed to drop the criminal case after prosecutors asked for dismissal for lack of evidence.
Which music controversies involved accusations or cultural criticism?
4. “Waka Waka” and cultural appropriation debate
Shakira’s 2010 World Cup song drew criticism over its use of cultural material. LOS40 describes debate about expressions associated with Fang or Ewondo and the relationship between the refrain and “Zangaléwa,” a song associated with the Cameroonian group Golden Sounds. This is a reported debate about influence and cultural use; the available account does not establish a plagiarism finding or settle the cultural interpretation.

6. The “La Bicicleta” allegation
Shakira and Carlos Vives faced an allegation that “La Bicicleta” resembled Livam’s “Yo te quiero tanto.” El Tiempo reported that the singers appeared before a Madrid court and denied copying. What other disputes and criticisms were reported?
7. The “Loca” video motorcycle fine
LOS40 reported that Barcelona fined Shakira after footage for the “Loca” video showed her riding a motorcycle without a helmet, and that she paid the fine. This was reported as a traffic infraction connected with filming, not as a major criminal case. The retrospective account provides limited primary documentation.
8. Former employees’ dispute
El Tiempo reported that two former employees sued over their dismissal and alleged illegal employment conditions. Shakira’s lawyer characterized their conduct as extortion; the employees then accused the singer and lawyer of defamation. The article says Shakira won the case in 2013, but gives little detail about the procedure or court record, so those claims and the brief outcome report should not be embellished.

9. Criticism of the 2020 Super Bowl halftime performance
A tertiary overview reported criticism that the halftime performance contributed to the marginalization of Afro-Latinos. That supports a narrow description of criticism that was reported, not a claim of consensus, Shakira’s intent or a definitive finding about the performance’s impact. The underlying sourcing for this point is less robust than the reporting on the legal proceedings.
