Satan’s speeches in Book I of John Milton’s Paradise Lost trace a progression: after the fall, he tells Beelzebub that “All is not lost”; he then rallies the fallen angels to resist; finally, their debate turns toward the newly created human race. His eloquence makes defeat sound like defiance, but the narrator frames that defiance through Satan’s pain and despair and exposes the malice behind his plan against humankind.
What does Satan mean by “All is not lost”?
Speaking to Beelzebub after the fallen angels have landed in Hell, Satan acknowledges that they have lost the battle and that God’s power defeated them. “All is not lost” does not mean that the rebels have recovered Heaven or escaped punishment. Satan means that he believes their will to oppose God remains.
He redefines victory: instead of measuring it by control of Heaven, he measures it by refusal to submit. He names will, revenge, hatred, and an unwillingness to yield as things still within their grasp. He rejects repentance and asking God for grace, then proposes renewed opposition through force or guile. The line is therefore both a claim of resilience and an attempt to persuade Beelzebub—and himself—that defeat has not ended their agency.
How the speeches develop
1. Satan speaks to Beelzebub
Satan’s first extended speech is not addressed to the whole company of fallen angels. He speaks privately to Beelzebub, his fellow rebel, and turns the immediate recognition of defeat into an argument for continued resistance. The speech’s confident posture matters, but so does the narrator’s framing: Satan is described as vaunting while in pain and “deep despair.” His declaration of invincible resolve is not a neutral account of triumph.

2. Beelzebub questions the point of resistance
Beelzebub challenges the value of retaining strength if that strength only enables eternal punishment. Satan’s answer sharpens the purpose of rebellion: he says that doing evil will be their delight and that they will try to frustrate providence. Resistance is no longer merely a bid to recover lost status. It becomes a deliberate commitment to malice.
3. Satan rallies the fallen angels
Satan next addresses the assembled spirits. He presents their defeat as temporary and urges action after reports of a new world and a new race called Man. His political and military language—of reign, empire, tyranny, and resistance—casts him as a leader arguing a cause to his followers. Yet the poem does not leave the proposal morally unmarked: the narrator identifies the intended harm to humankind as malicious.

4. The closing declaration
After the council favors the plan, Satan speaks again, framing their decision as a route toward approaching or perhaps re-entering Heaven. That grand ambition sits uneasily beside the actual target: corrupting a new creation. The gap between the scale of Satan’s language and the spiteful purpose of his plan is part of the episode’s irony.
How to read Satan’s rhetoric
- Persuasion, not the poem’s final verdict: Satan’s eloquence can make rebellion sound heroic, but readers should set his self-presentation beside the narrator’s descriptions of pain, despair, and malicious intent.
- A changed definition of victory: Satan treats continued opposition as a form of triumph, even though the rebels remain defeated and face punishment.
- Political language with a speaker: References to tyranny, empire, and resistance are part of Satan’s argument in the poem. They should not be treated automatically as Milton’s direct political or theological position.
- A shift in the object of rebellion: The speeches move from lament and refusal to repent, to a strategy of resistance, and then to a plan targeting humankind.
Interpretations can differ over how much authority to grant Satan’s eloquence, whether his political vocabulary works chiefly as performance or as theological challenge, and how the passage is divided into speeches. Those questions are best argued from the poem’s language and narration rather than settled by treating Satan’s claims as the author’s own.

Which text or edition should you use?
Line wording and spelling can vary, so check quotations against the edition you are using. The accessible Project Gutenberg texts also differ in structure and editorial history:

Because the ten-book and twelve-book texts differ, specify the edition when giving book or line references. Speech boundaries can also depend on how an edition or commentator groups distinct turns in direct speech, so avoid claiming a universally agreed count of Satan’s speeches in Book I.
