But her video does not establish how common that is, and school toilet-training rules depend on the jurisdiction and program.
What the teacher said
In a report published on 24 August 2024, PerthNow’s Artemisia Blythe said TikTok user Ms Third Grade (@msthirdgrade), described as a teacher at a school in Arkansas, questioned why kindergarten pupils were still in diapers. PerthNow quoted her asking, “Why do we have so many five and six-year-olds still in diapers?” She also expressed concern about classroom smell.
PerthNow reproduced the comments from the creator’s video; the video itself has not been independently verified here. Her recollection that children had to be potty-trained before kindergarten when her own children started school is a personal account, not evidence of a current rule. The report also supplies no count, survey or denominator that would show how many kindergarteners wear diapers. The remark is a teacher’s reaction, not a measure of prevalence.
Does a child have to be toilet-trained to start kindergarten?
There is no universal answer in the sources cited here. The policies discussed in PerthNow’s report concern Western Australia, while the teacher was identified as working in Arkansas. Those jurisdictions must not be conflated.

Arkansas public-school kindergarten entry
The reviewed text of Arkansas Code § 6-18-207, surfaced as a 2025 text via Justia, sets age criteria for public-school kindergarten entry. The cited section does not expressly state a toilet-training rule. That alone does not establish a general right or requirement concerning toileting for every Arkansas school; families should check applicable district rules and current official law.
Arkansas Better Chance programs
A separate Arkansas Better Chance program rule, sections 14.09–14.10, says participating children should not be dismissed or refused admission because of toileting development and that programs should help children who are not yet toilet-trained. This is a program-specific rule, not a rule that can automatically be applied to all Arkansas public schools.

Western Australia examples
PerthNow reports that Western Australian children are not required to be toilet-trained to attend kindergarten, although toilet training is preferred. The article quotes the WA Department of Education’s Hello Kindergarten guidance: “Children will begin school with varying levels of self-care skills. Build upon your child’s existing skills to promote independence and participation.” It also cites South Newman Primary School’s hygiene policy, which says early-childhood pupils need not be toilet-trained and cannot be refused enrolment on that basis. These are WA examples only, not Arkansas policy.

- 2-IN-1 STEP STOOL + POTTY SEAT – GROWS WITH YOUR CHILD No need to buy a separate step stool. This foldable potty seat converts into a sturdy step stool for reaching the sink, washing hands, or brushing teeth. Lightweight, compact – stores anywhere. Skip the separate training potty – kids love using the “big toilet” just like mom and dad, and you'll love never cleaning out a mini potty again. （This is what millions of parents rave about: No more dumping and scrubbing a tiny plastic potty. Your child feels like a big kid. You get your bathroom back. Win-win）
- ROCK-STEADY STABILITY – NO WOBBLE, NO FEAR We spent 20 years watching kids climb, twist, and step – so we built this to handle it all. Features a widened non-slip base with 6 soft-touch rubber pads that protect your toilet’s finish while fitting 99% of ceramic rim curves. Holds over 200 lbs – sturdy enough for adults, too. Pro tip: Place on a non-slip mat for maximum grip on tile floors. Your child climbs up with confidence, not fear
- TALLER SPLASH GUARD – BECAUSE SHORT ONES FAIL The #1 complaint we heard over 20 years? “The guard isn’t high enough.” So we made ours wider and taller to keep everything inside. For boys learning to aim? Expect practice splashes. That’s normal. The guard helps – but patience does the real work. Pro tip: Teaching your son to use his hand to guide and aim is a real potty skill, just like learning to wipe or flush
- PERFECT FIT FOR ROUND & ELONGATED BOWLS Adjusts to 6 heights to fit most standard toilets (floor-to-seat: 14.96"–18.89"). Important: Not compatible with square-shaped bowls or toilets outside this range. Not sure if it fits? Check our measurement guide in the product images, or message our US-based support team – we'll confirm before you buy. Not the right fit? Just contact us and we'll help you out
- TOOL-FREE FOLDING – INSTALL ONCE, FORGET IT First-time setup takes about 5 minutes. For daily use: Simply unfold the seat in 1 second when needed. When not in use, just lift and fold it flat with one hand – no tools, no touching screws, no hassle. Folds flat in seconds to tuck behind the door or under the sink
What the report can—and cannot—show
- It can show: PerthNow reported a teacher’s criticism of parents and her concern about diapers in the classroom.
- It cannot show: how widespread diaper use is among five- and six-year-old kindergarten pupils, because no reliable count or rate is provided.
- It cannot settle: the enrollment rules for every school or program in Arkansas, since the cited statute does not expressly address toilet training and the Arkansas Better Chance rule has a limited scope.
