S. Nihal Singh’s account of editing The Statesman during India’s 1975–77 Emergency describes a newspaper operating under state censorship, not outside it. He recalls a censored supplement, a front-page notice declaring the censorship, and a confrontation with Information and Broadcasting Minister Vidya Charan Shukla over the paper’s story choices. Singh left The Statesman on 7 November 1979—more than two years after the Emergency ended—in a separate dispute over editorial authority.
The first shock of censorship came on 26 June 1975
In an autobiographical excerpt published by Scroll, Singh recalls that his staff was preparing an early-afternoon supplement on the morning of 26 June 1975 when they learned full censorship had been imposed. He says the censor returned the supplement with large areas removed. The Delhi edition of The Statesman carried a blunt notice on its front page: “This edition of The Statesman has been censored.”
The notice made the restriction visible to readers; it did not mean the newspaper had escaped censorship. Singh’s description of the supplement and the notice comes from his own recollection in Ink in My Veins: A Life in Journalism (2011), rather than a contemporaneous account of the events.
How Singh used placement to preserve room for dissent
Singh says he put routine, government-approved news on inside pages and gave international stories greater prominence. A retrospective in The Indian Express likewise describes his use of prominent international coverage and lower placement for domestic news. These accounts present page design as a way of signalling editorial priorities within censorship—not as proof that the paper could publish freely or evade the censor.

The distinction matters: censorship constrained what could appear, while choices about prominence could still communicate what the editor considered important. The retrospective characterizes the Emergency as among Singh’s finest hours as an editor, but the specific account of his choices and their purpose remains rooted in recollection and retrospective reporting.
Singh’s recalled clash with Vidya Charan Shukla
Singh recounts that in January 1976, Information and Broadcasting Minister Vidya Charan Shukla called him in to object to the placement of foreign news and to the limited front-page space given to Emergency legislation. Singh says he replied: “Mr Minister”, I answered, “your censorship laws permit you to tell us what not to print, but if you want to tell us what to print and how to print it, you will have to devise new laws.”

The exchange is Singh’s published recollection; no contemporaneous transcript of the meeting is established here. In the memoir excerpt, he also says surveillance seemed possible afterward, though he was not arrested. That detail, too, should be understood as his account of what followed.
The Emergency ended before Singh’s resignation
The Emergency was lifted on 21 March 1977. Singh’s departure from The Statesman came on 7 November 1979, in a later dispute about who controlled the newspaper’s editorial direction. He recalls that after the Emergency, publisher C. R. Irani became more involved in editorial affairs. Singh says he offered to resign unless the paper’s traditional single-editor practice was restored; Irani agreed at that point.

Singh recounts that a later effort to move control of the newspaper library from the editorial department to management helped prompt his resignation. The chronology separates two issues: the state’s censorship during the Emergency and a post-Emergency struggle over the boundary between publisher and editor. Singh’s account ties his 1979 decision to the latter, not to an exit during the Emergency.
What the record supports—and what it does not
Singh’s autobiography supplies the detailed narrative of the censored supplement, Shukla meeting, apparent surveillance, Irani dispute, and resignation. The Indian Express retrospective broadly supports the account of using international story placement to signal dissent. A Commonwealth oral-history interview and a Statesman/IANS obituary provide career context, but do not independently verify the specific Emergency episodes described in Singh’s memoir.

That balance supports a careful conclusion: Singh’s account portrays an editor making constrained choices under censorship and later defending editorial independence from publisher intervention. The recollections are valuable testimony, but the reported meeting and motives should not be treated as independently verified minutes.
