GameSpot quoted him saying, “Sadly there is no truth to this whatsoever.” It was a reported rumor, not an announced game.
What was the Penguin game rumor?
A brief passage in Puck News reporting about Warner Bros. Discovery and its assets suggested a video game based on HBO’s The Penguin, the series connected to Matt Reeves’ The Batman. Contemporaneous coverage said the report offered little concrete information. It did not establish a developer, genre, gameplay details, platforms, release date, or development status.
GameSpot reported Gunn’s denial on August 30, 2024: “Sadly there is no truth to this whatsoever.” Read GameSpot’s report.
Why did the rumor sound plausible?
DC describes The Batman as a Matt Reeves film starring Robert Pattinson and Colin Farrell as Oswald Cobblepot, also known as the Penguin. The film was set to open in theaters on March 4, 2022. DC’s official film page provides that context.

Warner Bros. Discovery describes The Penguin as an eight-episode DC Studios drama continuing the crime saga Reeves began with The Batman, centered on Farrell’s character. LEGO Batman: Legacy of the Dark Knight
Warner Bros. Games announced LEGO Batman: Legacy of the Dark Knight for a planned 2026 release on PlayStation 5, Xbox Series X|S, Nintendo Switch 2, and PC. The company describes it as a LEGO Batman story drawing on the character’s history across film, television, comics, and games; the Penguin is among its villains. Gotham Knights
Gotham Knights is another distinct Batman game: DC lists it as an open-world action RPG developed by WB Games Montréal, with an on-sale date of October 21, 2022. It is not the rumored Penguin project. DC’s official game page.

The cited public statements establish Gunn’s denial in August 2024. They do not establish whether a similar project was reconsidered or developed privately afterward. Without a later official announcement from DC or Warner Bros. Games, its status beyond that denial remains unverified; there is no confirmed release date or platform information for the rumored game.
