There is no single legal website with every cartoon. For viewers in the United States, useful starting points include free ad-supported services such as Tubi and Plex, scheduled channels on Pluto TV, children’s programming on PBS KIDS, library-linked access through Hoopla or Kanopy, and subscriptions such as Crunchyroll, Hulu, Netflix, and Disney+. What you can watch depends on the title, service, and region, so check the exact show and access terms before signing up.
How to choose a cartoon-streaming site
“Free” can mean several different things: a service supported by ads, a selection of unlocked episodes, official uploads from a studio or network, or streaming access provided through a participating library. Paid subscriptions are another route, but they do not guarantee that a particular show is included in your region.
- For young children: start with PBS KIDS and check which episodes are currently available where you live.
- For a broad mix of animation: look at free services such as Tubi, Plex, and Pluto TV, then search the service for the title you want.
- For anime: Crunchyroll is a dedicated anime service; its membership features include ad-free streaming and offline viewing. Confirm the title, plan, and regional availability on its official site.
- For one particular cartoon: search the service’s official catalog or the rights-holder’s verified channel before creating an account or paying.
- If you have a participating library card: check Hoopla and Kanopy. Access and selection depend on the library and its catalog.
These are starting points, not a definitive ranking or a promise that any service carries a specific show. Catalogs, plans, and territorial rights can change.
Free and library-linked options
Tubi
Tubi is identified as a free legal option for cartoon streaming. Search for the show you want and confirm it is available in your country; the service’s catalog can vary by title and region. Visit Tubi.
#1 Best Overall
Pluto TV
Pluto TV offers a mix that includes live channels and on-demand viewing. A live channel follows a schedule, so you may not be able to choose any episode at any time; check whether the show is available on demand if that matters to you. See Pluto TV.
PBS KIDS
PBS KIDS is a place to check for programming aimed at younger children. The currently available episodes and regional access should be confirmed on PBS KIDS.
Official YouTube channels
Some studios and networks publish selected cartoon episodes or clips on their official YouTube channels. Look for a verified channel belonging to the rights-holder rather than an unofficial reupload; availability and the amount of content vary.
Hoopla and Kanopy
Hoopla and Kanopy may provide streaming through a participating library. You generally need to check whether your library offers the service, whether your account is eligible, and whether the cartoon is in its current catalog. Start with Hoopla or Kanopy, then confirm access with your library.

Plex
Plex is also named among free streaming options. Check its current cartoon catalog and access conditions directly at Plex, since availability can vary.
Subscription services for cartoons and animation
Crunchyroll
Crunchyroll focuses on anime. Its official service page describes paid membership features that include ad-free streaming and offline viewing; it does not establish that every anime title is included in every plan or region. Check Crunchyroll’s site for the show and plan details.
Rank #4
Hulu
Hulu’s official cartoons hub lists cartoon programming. The page also notes service and content restrictions for some Disney+ access, so do not assume Hulu titles will all be available through Disney+ or in every location. Search the current catalog at Hulu’s cartoons hub.
Netflix and Disney+
Netflix and Disney+ are subscription services worth checking for cartoons and animation. The available information here does not establish their current title-by-title catalogs or plan prices, so search each service for the exact show and confirm the terms for your region before subscribing. Visit Netflix and Disney+.

- Search the exact title on the service’s official website or app. A service’s general animation category does not establish that it has the show you want.
- Confirm how you can watch it: on demand, on a scheduled channel, through selected free episodes, or with a paid subscription or library account.
- Check that the service is available in your country and that the title is included there. Rights and catalogs can differ by region.
- Review the current plan or library-access requirements before paying or relying on access. Prices, eligibility, and catalog terms may change.
A streaming device can make a service convenient to watch on a television, but it is optional if you already have a compatible TV, computer, phone, or tablet. Confirm that the service supports your device before buying anything.
Why this is not a ranked list of 18
The available support establishes useful legal starting points, not 18 independently verified websites with current catalogs and regional availability. Adding services without checking their official pages and the exact show would imply more certainty than is warranted. Use the options above to begin your search, and verify any additional service directly before relying on it.
