The call sets the investigation in motion, but it does not deliver the confession the team might expect. Looper’s recap reports the major turn: Bugs was the Sandman’s spotter and partner, not the person carrying out the killings. The actual Sandman remains at large, and Bugs is killed. Does the plot twist work?
The reveal works because it changes the case rather than simply adding another clue. Bugs’s call initially suggests the investigation may move into an explanation of how he became the Sandman. Instead, the distinction between spotter and shooter resets the team’s understanding of what it has uncovered. The episode’s central question shifts from what Bugs will admit to what the real Sandman is still capable of doing.

That shift makes “Bugs” a hinge in the season arc, not a self-contained resolution. The loose killer and Bugs’s death leave the mystery open, while the final developments point directly toward the next chapter. Does Vera get enough of the spotlight?
Vera is the natural center of the setup: Bugs contacts her, and her profiler’s perspective matters to the team’s effort to make sense of him. But the episode’s attention is pulled toward the Sandman mystery and its escalation. Fangirlish reviewer Lissete Lanuza Sáenz argues that the case takes so much space that Vera’s character focus feels short-changed. For viewers chiefly invested in the investigation, that concentration sustains the suspense. For viewers hoping for a deeper Vera episode, her importance to the case may not translate into an equally developed character portrait. The twist and cliffhanger are effective, but they do not resolve that imbalance.
How does Gibbs’s story fit alongside the case?
Alongside the procedural plot, the episode continues Gibbs’s gradual movement toward accepting help and imagining a life with purpose after loss. That quieter thread gives the hour an emotional counterweight to the Sandman developments: while the case is defined by danger and uncertainty, Gibbs’s progress concerns whether he can let other people back into his life. Its presence broadens the episode beyond the investigation, even as Vera’s own character focus remains comparatively constrained.

CBS places “Bugs” between Episode 15, “From the Ashes,” and Episode 17, “Darlin’, Don’t Refrain.” The official listing for the next episode says the team works with the FBI after shocking developments in the Sandman case. Fangirlish describes the episode as the first half of a two-part story and praises its mixture of humor, mystery, and emotional drama. Its cliffhanger is therefore better judged as a bridge than as a standalone ending.
