Sam is exposed to Compound X
The story picks up with NCIS ELITE leader Sam Hanna trying to reach teammates exposed to Compound X. A teammate shuts an airlock to keep Sam out of the contaminated area, but a crack in Sam’s respirator faceplate exposes him too. In Belgrade, Dr. Carla Chase works to produce more antidote from the shattered antiserum. There is enough for one dose, while four canisters of the weapon remain unaccounted for.
The Hawaii team tracks the CLA
In Hawaii, Kate Whistler’s information about Dr. Annalisa Cruz’s former identity, Tala Flores, links Cruz to the Colonial Liberation Alliance (CLA). Jane tracks Cruz down as the rest of the group operates in Hawaii. Cruz initially refuses to help. Jane stages a video involving Cruz’s sister to get her to disclose a target, but the lead proves misleading.

The attack is stopped—and Sam survives
Sam recognizes that Cruz’s account is too convenient. The team figures out that the likely target is a crowded concert attended by military officials’ families, and the Hawaii agents move to stop the remaining CLA members from releasing Compound X through the venue’s air system. They neutralize the threat.
In Belgrade, Cruz escapes and takes Chase hostage. Sam has received the antidote and is well enough to intervene; he stops Cruz and saves the doctor. So, no: Sam does not die in the finale. He recovers and later prepares to return to Los Angeles.

How the characters’ stories end
Sam says goodbye
Weeks later, Jane and her team hold a farewell gathering for Sam and honor the ELITE agents who died. TV Insider reports that Sam thanks Jane and the team, saying he is honored to be considered part of their “ohana.” Meredith Jacobs’s TV Insider recap.
Maggie Shaw is waiting for Jane
Jane returns home expecting to find her daughter, Julie, but instead discovers Maggie Shaw, her former mentor, waiting in the dark. Maggie says Julie is not there and warns Jane, “and you’re probably going to need a drink for what’s coming next.” That line is reproduced in Meredith Jacobs’s May 6, 2024 TV Insider recap; it is not an independently verified transcript. The episode does not disclose what Maggie means, so the final scene leaves Jane’s next challenge unknown.

Why the ending is unresolved
The episode resolves the immediate procedural story: the CLA attack is stopped, Sam recovers, and the team gathers to say goodbye. It does not resolve Maggie’s warning or provide a final chapter for Jane. TVLine reported that the finale had been filmed three weeks before CBS announced the series’ cancellation, so it was not made with the cancellation already known. The cliffhanger therefore remains open; the episode itself offers no explanation of Maggie’s news. Matt Webb Mitovich’s TVLine recap.
