This editorial ranking weighs demonstrated combat performance, the breadth and practical use of abilities, and weapon or technique mastery shown in canon. It includes characters from the original Naruto and Shippuden eras as well as Boruto, but does not treat anime-only appearances as proof of a canonical ranking. The official sources establish notable Mist shinobi and their battles; they do not publish a top ten or a shared power scale. Cross-era placements are therefore debatable, and the order below is an assessment rather than an official list.
How this ranking works
Characters are compared by what they actually demonstrate in the story: combat results, useful range of abilities, and mastery of signature techniques or weapons. Group reputation matters as context, not as a substitute for an individual showing. The official NARUTO Shippuden synopsis for “The First and Last Opponent” calls the reanimated swordsmen “the most powerful members of the Seven Ninja Swordsmen of the Mist,” a statement about that group—not a ranking of every Kirigakure shinobi. The placements below are consequently editorial judgments, not canon power levels.

The list includes Boruto-era characters and draws on story evidence across the franchise. Because the characters act in different eras and under different circumstances, direct comparisons cannot be exact.
The 10 strongest Kirigakure shinobi
1. Kisame Hoshigaki
Kisame ranks first for the combination of high-level combat ability, formidable stamina, and the distinctive power of Samehada. His battles show that he can pressure strong opponents while using his sword to absorb chakra, making him dangerous both at range and in close combat. The official Naruto retrospective places him in a confrontation with Might Guy during the lead-up to the Fourth Great Ninja War. It also describes Kisame choosing death rather than reveal information about his comrades—a final act that underscores his commitment, not a separate measure of combat strength.

2. Chojuro
Chojuro is a skilled swordsman who becomes Mizukage, placing him among the village’s strongest later-generation fighters. His combat ability is supported by his use of Hiramekarei, a sword that can take different forms, and by his role in protecting the village. His position reflects both demonstrated technique and the responsibilities he carries in the Boruto era; the story does not provide a numerical comparison between him and older Mist shinobi.
3. Zabuza Momochi
Known as the Demon of the Hidden Mist, Zabuza is an accomplished swordsman and a dangerous practitioner of the Hidden Mist Technique. He combines stealth with the brute force of Kubikiribocho, making him a serious threat even before his opponents can locate him. His story shows how effectively he can use the environment and surprise, rather than relying on a single weapon or technique.

4. Mangetsu Hozuki
Mangetsu is remembered as one of the Seven Ninja Swordsmen of the Mist and as a shinobi capable of wielding all seven of the group’s swords. That breadth of weapon mastery makes him one of the most versatile candidates on the list. The story offers less individual combat material for him than for Kisame or Zabuza, so his placement rests substantially on his established skill and reputation rather than a long record of on-page victories.
5. Yagura Karatachi
Yagura, the Fourth Mizukage, was also the Three-Tails’ jinchuriki. Those roles mark him as a major power in the village’s history, while his control of the beast gives him a formidable combat advantage. His standing is difficult to compare precisely with other characters because the story’s depiction of his rule and battles is limited; this placement recognizes his demonstrated status and abilities without treating the title of Mizukage as a guaranteed combat ranking.

6. Mei Terumi
As Fifth Mizukage, Mei brings powerful techniques and a broad elemental arsenal to battle. Her Lava Release and Boil Release give her options that can threaten opponents in different ways, while her leadership reflects experience beyond a single duel. The evidence supports placing her among Kirigakure’s strongest, although matchups and circumstances matter too much to claim a definitive order against every shinobi on this list.
7. Suigetsu Hozuki
Suigetsu’s Hozuki clan ability lets him liquefy his body, making ordinary physical attacks less effective and giving him unusual flexibility in combat. He is also a capable swordsman with a strong connection to the Seven Ninja Swordsmen legacy. His ranking accounts for that distinctive defense and weapon skill, balanced against the fact that his story does not establish him as consistently dominant over the strongest opponents.

8. Haku
Haku’s speed, precision, and Ice Release make him an exceptionally dangerous fighter despite his youth. The Demonic Mirroring Ice Crystals technique lets him attack from multiple angles and control the terms of an encounter. His rank reflects the extraordinary ability shown in his battle with Naruto and Sasuke, while recognizing that his limited time in the story makes it harder to compare his full potential with more experienced shinobi.
9. Ameyuri Ringo
Ameyuri is one of the Seven Ninja Swordsmen and wields the paired lightning blades Kiba. Her weapon style combines swordsmanship and Lightning Release, giving her an attack profile distinct from the group’s larger blades. The official war retrospective says the six other members of the Hidden Mist’s Seven Ninja Swordsmen join Zabuza and Haku among the reanimated fighters. That group context establishes her as one of the village’s elite swordsmen, though it does not set her individual rank against all Kirigakure characters.

10. Shizuma Hoshigaki
Shizuma belongs to a later generation of Mist shinobi. In the official Boruto synopsis, he and his friends—including Kagura—declare themselves the new Seven Swordsmen of the Mist. That self-proclaimed group identity is not the same as proving they equal the original swordsmen, so Shizuma’s inclusion reflects his role and combat threat in the Boruto-era story rather than a claim that the new group has surpassed its predecessor.

The Seven Ninja Swordsmen are a useful lens on the village’s combat tradition: each member is associated with a weapon and a distinct fighting style. The NARUTO OFFICIAL SITE’s November 24, 2022 anniversary column describes the other six members of the Hidden Mist’s Seven Ninja Swordsmen joining Zabuza and Haku in the war. Separately, the official Shippuden episode synopsis for “The First and Last Opponent” describes Kabuto summoning the group’s “most powerful members.” Those statements establish the swordsmen as a formidable unit, but neither source ranks the individual members against one another or against every other Mist shinobi.
Where Kagura fits
Kagura is an important Boruto-era Mist shinobi, but this ranking does not place him in the top ten. The official Boruto synopsis identifies him among Shizuma’s friends who declare themselves the new Seven Swordsmen, and says Chojuro accompanies Boruto and Sarada to find them. That affiliation and story role establish his connection to the group; they do not, on their own, establish an individual combat record comparable to the evidence used for the ranked entries.
Where to watch the Fourth Great Ninja War arc
The Kisame confrontation and the reanimated swordsmen belong to the Fourth Great Ninja War storyline. VIZ lists Naruto Shippuden Set 11 on Blu-ray in connection with the war arc. The listing is a viewing reference, not a ranking source; availability and stock may vary.
