This is an editorial ranking of combat danger—not an official canon list—based on demonstrated power, reliability and versatility, and the ability to change the scale of a fight. It covers the League’s leaders, recurring core members, and prominent recruits; temporary allies and Nomu are excluded because they are not consistently treated as ordinary members.
Spoilers: The ranking includes later-story abilities and events.
How this ranking measures strength
Raw physical force is only one measure. A fighter who can overwhelm an opponent head-on may still be less dangerous to a whole team than someone who can multiply allies, move people across a battlefield, or infiltrate an enemy group. The order below weighs three factors:
- Peak demonstrated power: the strongest offensive or physical threat shown.
- Combat reliability and versatility: how consistently a character can fight, defend themselves, and adapt to different opponents.
- Battlefield impact: how much the ability can disable, transport, overwhelm, or otherwise reshape an encounter.
Peak versions matter, and matchups can change the order. This is not a definitive ranking for every member at every point in the story. The League’s roster also changes over time; the ranking focuses on its leaders, recurring core, and prominent recruits rather than every temporary collaborator. Nomu are treated as weapons or associates, not League members in this list.

League of Villains members ranked by overall combat threat
1. All For One
All For One stands at the top for the breadth of his threat: his Quirk lets him take and use other Quirks, giving him a range of offensive and defensive options rather than a single predictable attack. That adaptability, paired with his role as the League’s founder and leader, makes him exceptionally dangerous across different kinds of encounters. Bandai Namco’s official All’s Justice roster identifies his Quirk as All For One, but it is a game character listing, not a ranking of story strength (Bandai Namco’s character roster).
2. Tomura Shigaraki
At his peak, Shigaraki is a catastrophic opponent whose Decay can threaten far more than one nearby target. His position relative to All For One is the closest call in the ranking: Shigaraki’s peak battlefield impact can make him the more dangerous force in a particular confrontation, while All For One’s accumulated options make him more adaptable. The official game roster lists Shigaraki’s Quirk as Decay (Bandai Namco’s character roster).
3. Gigantomachia
Gigantomachia is the list’s benchmark for overwhelming physical force. His scale and endurance make him a major threat when a fight becomes a direct contest of attrition or destruction. He ranks below the two leaders because their broader abilities can change a fight in ways brute force alone cannot; against less adaptable opponents, his placement could rise.

4. Dabi
Dabi’s Blueflame gives him formidable offensive reach and makes him dangerous to groups as well as individual opponents. His threat is especially high when he can attack from range and force enemies to respond to the fire rather than dictate the pace themselves. His ranking reflects destructive potential, while the characters above him combine comparable battlefield consequences with greater overall adaptability or physical dominance. The official game roster identifies his Quirk as Blueflame (Bandai Namco’s character roster).

5. Muscular
Muscular is a direct-combat specialist whose physical power makes him one of the League’s most dangerous close-range fighters. He is less versatile than the members above him, but in a straightforward confrontation his strength and durability can make him harder to stop than more tactical or support-oriented villains. His exact place depends heavily on whether the opponent can keep him at a distance or exploit a weakness in his approach.
6. Twice
Twice’s Double can turn one combatant into a force multiplier. The danger is not just the original fighter, but the prospect of rapidly adding copies and overwhelming an opposing side through numbers. That makes him exceptionally valuable in a coordinated battle, even though his own direct fighting ability is not the reason he ranks here. The official game roster lists his Quirk as Double (Bandai Namco’s character roster).
Rank #3
7. Himiko Toga
Toga is dangerous because infiltration and combat can reinforce each other. Her Transform Quirk lets her take another person’s appearance and voice after consuming their blood; the official broadcaster profile also describes her ability to use the Quirk of someone she loves, in connection with events during the Paranormal Liberation War (Yomiuri TV’s Toga profile). That additional ability is conditional, not a power she can use indiscriminately. Her threat rises sharply when she has access to the right blood and can exploit deception or a favorable opening.
8. Kurogiri
Kurogiri is a battlefield-control specialist rather than a conventional powerhouse. Warp Gate can reposition people and redirect the flow of an encounter, making him a major asset to the League and a dangerous opponent when his portals are used strategically. He ranks below the top combatants because his value lies more in control and support than in demonstrated head-on destructive power. The official game roster identifies his Quirk as Warp Gate (Bandai Namco’s character roster).
9. Mr. Compress
Mr. Compress’s Quirk can compress people and objects into small marbles, giving him a way to remove targets from a fight and affect what can be carried or moved. That makes him a dangerous opportunist and a useful support fighter, though his ability does not make him a top-tier force in a prolonged direct duel. Yomiuri TV’s profile also notes that he risked himself to save League comrades and was arrested (Yomiuri TV’s Mr. Compress profile).

10. Moonfish
Moonfish is a serious close-range threat because his body-based attacks can pressure opponents from multiple angles. His unusual fighting style makes him harder to approach safely than a simple brawler, but the evidence for his overall battle impact is narrower than for the higher-ranked members. His placement is therefore less certain than the top tier.
11. Spinner
Spinner’s importance to the League is not measured by raw destructive power alone. He is a committed fighter and a visible member of the organization, but his demonstrated combat threat is generally more grounded than that of the League’s major powerhouses and Quirk specialists. In a group conflict, coordination and loyalty can make him useful; in a one-on-one comparison of peak ability, those qualities do not put him near the top.
12. Magne
Magne’s Magnetism Quirk can disrupt positioning and create openings, making her more than a straightforward physical fighter. Her danger depends on the people and conditions around her, so she is more effective in some matchups than others. The available evidence supports treating her as a situational threat rather than assigning her a precise, universal combat level.

13. Mustard
Mustard’s gas can threaten multiple opponents and make an area unsafe, which gives him a useful tactical role despite his limited direct-combat profile. Protective equipment and the ability to avoid or escape the affected area can change how effective he is. He ranks below members with stronger demonstrated versatility or more decisive battlefield impact.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who is the strongest League of Villains member?
For overall combat threat at peak, All For One and Tomura Shigaraki are the leading candidates. Shigaraki’s destructive reach can make him the most dangerous presence in a specific battle; All For One’s ability to use a range of Quirks makes him the more adaptable threat. If “strongest” means raw physical force, Gigantomachia is the clearest benchmark. For battle control, Kurogiri, Twice, and Mr. Compress can change the outcome without being the strongest physically.
Why the lower rankings are less exact
The comparison is not perfectly like-for-like: some characters are front-line fighters, while others contribute through deception, transport, crowd control, or support. The League also changes membership over the story. A fan-maintained overview traces its growth and organizational changes, but it is best used as secondary context rather than as a definitive authority on disputed membership or combat order (League of Villains overview).
Character-guide grades do not solve the comparison. A fan-maintained villain reference reports ranks from different guides and story cutoffs; those grades are not a complete, directly comparable strength chart for every League member (villain ranking reference). This is why the list uses an explicit editorial standard and treats close or lower placements as matchup-dependent.
