Avengers: Endgame shows Steve Rogers returning the Infinity Stones, staying with Peggy Carter, and later handing the shield to Sam Wilson as an old man. The clearest answer from the film’s co-directors is that Steve lived in a branch reality and then returned to the main timeline. The screenwriters offered a different explanation: Steve had been Peggy’s husband all along. Those are distinct creator interpretations, not one settled account that erases the other.
What the film shows—and what it leaves open
At the end of Avengers: Endgame, Steve returns the Infinity Stones to their proper points in time, chooses to stay in the past with Peggy, and appears as an old man in the present to pass his shield to Sam. The movie does not spell out every mechanic behind that last appearance.
The film’s time-travel explanation, delivered by Bruce Banner, is that changing events in the past does not rewrite a traveler’s present; it can instead create an alternate future. The Russos’ explanation: Steve lived in a branch, then returned
In a May 3, 2019 interview with the Los Angeles Times, co-director Anthony Russo explained: “In the movie, the Hulk is very explicit about what our rules are, which is you cannot change the present by altering the past. All you can do by going to the past — and for a character like Cap[tain America], living in the past — is create an alternate future.”

The writers’ explanation: Steve was Peggy’s husband all along
The screenwriters described a different model. In an August 2, 2019 report by ComicBook.com, Stephen McFeely said he and Christopher Markus imagined that there had always been two Captain Americas for a period: Steve returned the Stones, went to 1948, and stayed with Peggy. Under this reading, Steve’s life with Peggy fits into the history that was already there rather than creating a new branch that must later be crossed back from. [ComicBook.com, August 2, 2019]
That loop-like interpretation resembles TIME’s April 29, 2019 reading of the ending—that Steve had been Peggy’s husband all along—but TIME was offering analysis, not an official Marvel ruling. [TIME, April 29, 2019]

So, did Steve create an alternate timeline?
According to Anthony and Joe Russo’s explanation, yes: Steve’s life with Peggy happened in a branch, and he later returned to the main timeline to hand the shield to Sam. According to screenwriters Markus and McFeely, Steve had been part of Peggy’s history all along. The movie’s scenes support the question, but its final sequence does not itself settle the disagreement between those later creator accounts.
